Council Proceedings <br />City of New Brighton <br />Jan. 11, 1977 <br />Gary Peterson, 1769 20th Avenue NW., asked whether <br />the base assessment for all of the overlays would <br />be the same. <br />The Engineer responded that that was the case and the <br />base assessment would be computed by dividing the total cost <br />by the total number of assessable front feet. <br />Hank Riems, representing Faith Christian Reformed Church, <br />asked whether when the overlays were assessed whether each <br />street segment would be broken out by the year each street <br />segment was constructed. <br />The Engineer stated that would be the case. <br />Riems further asked whether low areas, frost boils, <br />etc., would be dug out and repaired prior to <br />overlaying. <br />The Engineer responded that the City's crew would do <br />this work prior to the overlay being conducted. <br />Harold Batzer, 791 Redwood Lane, stated there were a large <br />number of water breaks on Redwood Lane and questioned whether <br />overlays would be worth it given the fact that there would be <br />more breaks in the future. <br />The Engineer responded that the only other option would <br />be to construct a new water main which would be very <br />expensive and would be assessed to the property. <br />The Engineer further stated that the road required <br />overlays and that as breaks occurred the City would <br />attempt to patch them as neatly as possible. <br />A new resident located at 2423 Mounds Avenue, stated <br />he felt that Mounds Avenue was in good condition and did <br />not need overlay. The Engineer responded that based on <br />his review he believed overlays were required. He <br />noted that at the earlier hearing a property owner had noted <br />that the present bituminous mat was very thin and that <br />there were numerous depressions and humps in the road in <br />need of repair. <br />Gordon Lindquist, 2058 17th Street NW, stated he <br />'believed 17th Street required repair. He asked whether the <br />different times of construction of the road segments would <br />be taken into account in the assessment. <br />The Engineer responded that would be the case. <br />Ken Johnson, 1776 20th Avenue N.W., presented a petition to <br />the Council <br />Motion by Hardt, seconded by Werdouschegg to receive Petition <br />5 ayes - 0 nayes- carried <br />12ok 2 <br />
