Council Proceedings <br />City of New Brighton <br />Jan. 11, 1977 <br />Mr. Johnson reviewed the contents of the petition, <br />stating that all area residents were in agreement that <br />the overlays were not necessary. <br />Gary Peterson, 1769 20th Avenue NW, questioned the number <br />of assessable feet. <br />The Engineer responded that the standard City assessment <br />policy would be used, that being that the narrow side <br />fronting on the street to be improved would be assessed and <br />that on corner lots there would be 135 feet of forgiveness <br />with the remainder being assessed. <br />Dan McGuire, 1737 20th Avenue NW, stated opposition <br />to overlays on 20th Avenue. <br />Hank Riems stated concern that the Council may be <br />changing its assessment policy which uould have a <br />negative affect on those earlier assessed. <br />The City Manager responded that no overlay projects had <br />been assessed to date and that any new assessment policy <br />would be decided upon before the first projects were <br />assessed cava then. that 1,e eicea for F",i*"-Fp!Aiinnt <br />improvements. <br />Art Anderson, 2906 16th Street, stated because of very <br />heavy traffic on 16th Street, someone other than the <br />abutting property owners should pay the cost. <br />Ken Johnson, stated he was not opposed to the proposed <br />assessment cost but simply questions the need of the overlay. <br />Councilman Senden asked whether after all of the <br />discussion regarding the overlays, whether Mr. Johnson <br />remained opposed to the improvements. <br />Mr. Johnson, stated he was not. <br />Motion by Hardt, seconded by Senden to close hearing <br />5 ayes - 0 nayes- carried <br />3 <br />RESOLUTIONS <br />Motion by Hardt, seconded by Senden to waive reading NO. 1826 <br />of resolution and to adopt resolution entitled <br />RESOLUTION ORDERING IMPROVEMENT 77-4 AND PREPARATION OF Impr. 77-4 <br />FINAL PLANS AND SPECIFICATIONS <br />5 ayes- 0 nayes - carried <br />
