1 <br />COUNCIL PROCEEDINGS <br />CITY OF NEW BRIGHTON <br />P, <br />Pursuant to due call and published notice thereof, a regular meeting <br />of the New Brighton City Council was held at 8:50 p.m.,Tuesday, <br />January 11, 1977, in the Municipal Building Council Chambers, 803 <br />5th Avenue NW. New Brighton, Minnesota <br />Present: Mayor Gayle C. Bromander, Councilmen Gene Fisher, <br />Paul Hardt, Jim Senden, Fritz Werdouschegg <br />Also Thomas F. Lewcock,City Manager; Donald L. Lais, City <br />Present: Attorney; James J. Kleinschmidt, Director of Public Works; <br />Vernon C. Pederson, City Clerk; James F. Winkels, City <br />Planner <br />Minutes <br />Motion by Werdouschegg, seconded by Hardt to approve Minutes <br />minutes of regular meeting of December 28 and special <br />meeting of December 29, 1976. <br />5 ayes - 0 nayes- carried <br />Special Order of Business <br />Mayor Bromander presented the following <br />organizational statement: <br />Once again the Council is organizing itself in <br />preparation for another new year. Once again <br />it is appropriate that we pause to contemplate the <br />year ahead and establish goals for that year. <br />In reviewing the past year, it is obvious that many <br />of the goals established by the individual members <br />of this council were not achieved. However, it was <br />a year for which I feel no one has to make excuses. <br />Mayor's <br />Organizational <br />Statement <br />The year 1976 was the season that saw the addition of <br />two new parks to our system: Hidden Oaks and <br />Vermont parks. Tennis courts have been installed at <br />Pike Lake School as part of our park system. The <br />new water tower has been completed and placed on line. <br />The HRA has been making very real progress on their <br />redevelopment plans for the old downtown area and <br />will be presenting it to the Council shortly. At <br />the same time the Planning Commission is putting <br />the final touches on a comprehensive development plan <br />for New Brighton, and will be submitting this to the <br />Council in the very near future. <br />The Council has committed itself to a continuing <br />program of progress. At the recent Capital Improvement <br />Program hearings the Council ordered the development of <br />Silver Oak Park, the site work at the 5th Street Park, <br />Continuation of the sidewalk program and acquisition of <br />a site for a second fire station. <br />
