Unless this criteria were met, regular business <br />would not find its way on the special meeting agenda. Further, if there <br />were no business for the special meeting, no meeting would be held. <br />This alternative is based on the Council not staff setting the agenda <br />of the extra meeting. Further, it provides a good deal of flexibility. <br />Pros: <br />1. Would regularize special meetings; <br />2. Would not tend to substantially increase the number of <br />meetings (special and regular held in a given year. <br />3. Would provide a release valve during times of high work flow; <br />4. Would provide a vehicle to address new issues; <br />5. Would have less impact on staff resources than 3 regular <br />meetings each month; <br />6. Would tend to shorten somewhat length of regular meetings. <br />7. Would tend to reduce the lateness of council meetings; <br />8. Would be somewhat more responsive to the public in <br />attendance. <br />Cons: <br />1. Would not totally be responsive to public in attendance; <br />2. Would somewhat increase amount of staff resources; <br />3. May not provide all the time required for the Council to <br />conduct its business. <br />5th Tuesday Meetings <br />There will normally be four to five "fifth Tuesdays" each year. <br />When these "fifth Tuesdays" occur they provide a problem for both <br />Council and staff. When three weeks separate meetings, the first <br />meeting of the month tends to have a very long agenda. It then may take <br />from that meeting to the next "fifth Tuesday" for the Council and staff <br />to catch up. Although additional regular Council meetings do create <br />extra work for Council and staff, this might largely be offset because <br />where fifth Tuesdays are present the work load is usually too great to <br />be efficiently dealt with. There would be a "compression problem" <br />created four to five times each year. (The compression problem is <br />created by preparing the minutes for a meeting on Wednesday and having <br />to have another agenda prepared by Thursday). This problem would <br />somewhat be modified since many of the items would be continuance items <br />or items that would have been prepared for for the 4th Tuesday. <br />While the comment above is basically in terms of the "fifth Tuesday" <br />being a "filler" regular meeting providing relief from the 2nd and 4th <br />Tuesdays, it could be used for many of the purposes noted under the <br />special meeting option. It would appear there would be some need, however, <br />for additional special meetings. <br />
