6 consume a substantial period of time or if it was an issue that needed immediate attention. Unless this criteria were met, regular business would not find its way on the special meeting agenda. Further, if there were no business for the special meeting, no meeting would be held. This alternative is based on the Council not staff setting the agenda of the extra meeting. Further, it provides a good deal of flexibility. Pros: 1. Would regularize special meetings; 2. Would not tend to substantially increase the number of meetings (special and regular held in a given year. 3. Would provide a release valve during times of high work flow; 4. Would provide a vehicle to address new issues; 5. Would have less impact on staff resources than 3 regular meetings each month; 6. Would tend to shorten somewhat length of regular meetings. 7. Would tend to reduce the lateness of council meetings; 8. Would be somewhat more responsive to the public in attendance. Cons: 1. Would not totally be responsive to public in attendance; 2. Would somewhat increase amount of staff resources; 3. May not provide all the time required for the Council to conduct its business. 5th Tuesday Meetings There will normally be four to five "fifth Tuesdays" each year. When these "fifth Tuesdays" occur they provide a problem for both Council and staff. When three weeks separate meetings, the first meeting of the month tends to have a very long agenda. It then may take from that meeting to the next "fifth Tuesday" for the Council and staff to catch up. Although additional regular Council meetings do create extra work for Council and staff, this might largely be offset because where fifth Tuesdays are present the work load is usually too great to be efficiently dealt with. There would be a "compression problem" created four to five times each year. (The compression problem is created by preparing the minutes for a meeting on Wednesday and having to have another agenda prepared by Thursday). This problem would somewhat be modified since many of the items would be continuance items or items that would have been prepared for for the 4th Tuesday. While the comment above is basically in terms of the "fifth Tuesday" being a "filler" regular meeting providing relief from the 2nd and 4th Tuesdays, it could be used for many of the purposes noted under the special meeting option. It would appear there would be some need, however, for additional special meetings.
