Would have less impact on staff resources than three <br />meetings each month and perhaps little more impact <br />than the current arrangement; <br />6. Would be more responsive to public in attendance. <br />1. Would provide a "valve" for work overload created by three <br />1. Would tend to mean more meetings each year. <br />Three Meetings Each Month <br />In its simple form, this alternative would schedule three rather <br />than two regular meetings each month. It would tend to meet all the <br />goals noted earlier, except for efficient utilization of staff. The <br />"compression problem" on staff, however, may well make this option <br />impossible without significant other changes. For example,if the <br />meeting schedule was 2nd, 3rd, and 4th, there would be a two week time <br />period consumed in constant preparation of either minutes or agendas <br />where there are fifth Tuesdays and a three week period consumed where <br />there is no fifth Tuesday. This would be somewhat relieved with a <br />lst, 2nd, and 4th or lst, 3rd and 4th format. <br />Another possibility is to set aside the extra meeting for a <br />special purpose. If, for example, the extra meeting is for planning <br />purposes, then the time taken in preparation of agendas and minutes would <br />be less than if there were three regular meetings for regular business <br />each month. If,on the other hand, the extra meeting were for the <br />purposes of considering business there is not time to handle now,then <br />only one goal would be met, that being more time to consider business. <br />We would like to briefly expand on the concept of a third meeting <br />for planning purposes. If the extra meeting were for the purpose of <br />considering planning business, there would be substantial relief given <br />to the other two meetings. In addition, planning matters could be <br />continued to a regular meeting so they would not have to be deferred <br />for a month if not completed. We believe it would be wise to allow <br />continuance to only one of the other meetings each month so there would <br />always be a meeting each month where no planning was discussed. In <br />the context of this option planning means variances, special-use permits, <br />non-conforming use permits, subdivisions, building permits, etc., or in <br />other words those matters for which planning staff input is required. <br />By permitting continuance to only one other meeting each month the <br />planning staff spends the same amount of time they do now. While there <br />would be an additional agenda and minutes to be prepared each month; the <br />staff work involved in this would be Less than if there were simply three <br />regular meetings each month. <br />
