Council Proceedings <br />City of New Brighton <br />Jan 19 1977 <br />~~, 4 <br />Chairman Daniels stated this would undoubtedly be a need and <br />was being considered by the HRA. He stated it was the intent <br />of the HRA to make its operations self-supporting by way of t <br />tax increment district, in an attempt to minimize the <br />impact on the taxpayer. He noted the HRA intended to notify <br />the County and School District to discuss the plan. <br />Councilman Werdouschegg noted that the plan was deficient <br />in addressing the Long Lake Road - 10th Street interchange. <br />he <br />Chairman Daniels stated that the HRA had addressed this <br />problem in great depth but noted that the focus of the HRA <br />was first on land use and secondly on traffic, adding that <br />until a specific plan was developed for the downtown area it <br />was difficult to study and recommend on specific issues. <br />1 <br /> <br />Councilman Senden expressed the view that traffic patterns <br />have a great bearing on the desirability of a site for <br />commercial use, noting what happened when the freeways were <br />constructed in New Brighton. He further stated concern with <br />the areas designated for light industrial stating his belief <br />that this lessened the attractiveness of these areas for new <br />industrial growth. He further questioned the emphasis. on <br />business blight and not on housing blight. <br />Chairman Daniels responded that in the judgment of <br />the HRA the blighting problem was with the commercial <br />area and not housing. <br />Councilman Senden expressed concern with the following <br />areas as shown in Figure 3 of the proposed Redevelopment <br />Plan: <br />1. Area 2, should be classified for both light and <br />heavy industrial; <br />2. Area 8, had not received sufficient study; <br />3. The open space use in Area 3 did not seem <br />appropriate given the massive open space in the <br />area; <br />4. That medium density residential did not seem <br />appropriate in Area 6; <br />5. That it may be too late to discourage public <br />facility use in Area 9; <br />6. That Area 14 seemed appropriate for both light and <br />heavy industrial. <br />Councilman Werdouschegg expressed concern with the idea <br />of using the old water tower as part of the redevelopment <br />in the downtown area. <br />
