Council Proceedings <br />City of New Brighton <br />January 19, 1977 <br />Icy <br />Chairman Daniels stated that the plan was a draft plan <br />which the HRA intended to submit to the Planning <br />Commission and have a public hearing on. He stated <br />it was his intent to solicit input from the Council in <br />order to determine areas over which individual councilmembers <br />h ad concerns. He stated that although the initial <br />involvement of the HRA was to plan for the resolution of <br />problems in the downtown area, they had expanded their study to <br />include other areas of the City which had impact on the <br />downtown. He noted that the plan made no attempt to <br />specify in detail what would happen in each of the <br />redevelopment phases, as this would occur with detailed <br />plans for each phase. At that time detailed plans for <br />land use, thoroughfares, traffic, etc., would be put <br />together. He noted one of the goals of the plan was <br />to protect the residential areas. <br />Mayor Bromander questioned why certain properties which <br />were slated to be acquired did not fall within any of the <br />phases for redevelopment. Chairman Daniels indicated <br />that the HRA could not crystal ball too far into the future <br />as to what their land acquisition need might be. He <br />noted, however, that it may be necessary to specify in the <br />final plan properties to be acquired. <br />Mayor Bromander asked whether the Council could <br />conditionally approve the plan with Council review <br />and approval of each phase. <br />Chairman Daniels stated that although this was not <br />provided for in the plan, there was need for a section <br />for process control. This section could provide for the <br />review and approval of the Council at each phase. <br />Councilman Hardt questioned whether the land acquisition <br />phase fit with the various redevelopment phases. <br />Chairman daniels indicated that they did not and that <br />realistically the HRA needs the flexibility to acquire <br />property when it was opportune to do so. He stated that <br />because the legislature is considering a substantial alteration <br />to the tax increment law, it was important that the plans <br />move ahead rapidly. <br />Councilman Hardt asked whether the HRA would need additional <br />space and manpower as it got into its projects. <br />3 <br />
