COUNCIL PROCEEDINGS <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to due call and published and mailed notice thereof, a special <br />meeting fc~r the purpose of public improvement hearings was held at 7:00 PM <br />Thursday, Dec. 2, 1976, in the Municipal Building Council Chambers, <br />803 5th Avenue NW, New Brighton, Minnesota <br />Present: Mayor Gayle C. Bromander, Councilmen Paul Hardt, Jim 5enden <br />Fritz Werdouschegg <br />Also <br />Present: Thomas F. Lewcock, City Manager; Donald L. Lais, City <br />Attorney; James J. Kleinschmidt, Director of Public Works; <br />Vernon C. Pederson, City Clerk-Treasurer, <br />Mayor Bromander made an opening statement noting that the purpose <br />of the meeting was to consider certain proposed public improvements. <br />He noted that the improvements were initiated by the City Council, <br />but this did not indicate any position in favor or against any of <br />the improvements on the part of the Council, but simply meant <br />that the Council was interested in reviewing certain problems <br />and giving affected residents an opportunity to offer comments <br />and suggestions. <br />The City Attorney stated all hearings were properly called. <br />The Attorney reviewed past assessment policies and proposed <br />assessment policies for improvements 77-4, 5, 6, a nd 7. He <br />stated the financing mechanism which would likely be used for <br />these improvements and the time that assessments would be <br />considered. <br />Improvement 77-4 <br />Location: Continental Drive-County Road D to Rolls Road Impr 77-4 <br />Imperial Lane - entire street <br />Mounds Avenue - Silver Lake Road to Long Lake Road <br />Redwood Lane - 5th Street NW to north end 7:19 to <br />16th Street NW - Silver Lake Road to Stinson Blvd, <br />17th Street NW - 20th Avenue NW, to 29th Ave. NW 8:45 <br />20th Ave. NW - 17th Street NW to Rice Creek Road <br />19th Avenue NW - 14th Street NW to 16th Street NW <br />Impr. <br />By: Bituminous Overlays on existing streets <br />Assessable <br />Area: All land abutting above streets <br />Est. Cost: $121,362.50 <br />The City Engineer reviewed the proposed improvement. <br />
