COUNCIL PROCEEDINGS CITY OF NEW BRIGHTON Pursuant to due call and published and mailed notice thereof, a special meeting fc~r the purpose of public improvement hearings was held at 7:00 PM Thursday, Dec. 2, 1976, in the Municipal Building Council Chambers, 803 5th Avenue NW, New Brighton, Minnesota Present: Mayor Gayle C. Bromander, Councilmen Paul Hardt, Jim 5enden Fritz Werdouschegg Also Present: Thomas F. Lewcock, City Manager; Donald L. Lais, City Attorney; James J. Kleinschmidt, Director of Public Works; Vernon C. Pederson, City Clerk-Treasurer, Mayor Bromander made an opening statement noting that the purpose of the meeting was to consider certain proposed public improvements. He noted that the improvements were initiated by the City Council, but this did not indicate any position in favor or against any of the improvements on the part of the Council, but simply meant that the Council was interested in reviewing certain problems and giving affected residents an opportunity to offer comments and suggestions. The City Attorney stated all hearings were properly called. The Attorney reviewed past assessment policies and proposed assessment policies for improvements 77-4, 5, 6, a nd 7. He stated the financing mechanism which would likely be used for these improvements and the time that assessments would be considered. By: Bituminous Overlays on existing streets Assessable Area: All land abutting above streets Est. Cost: $121,362.50 The City Engineer reviewed the proposed improvement.
