12 <br />October 20, 1976 <br />TO: Thomas F. Lewcock, City Manager <br />FROM: James J. Winkels, City Planner <br />RE: Motor Vehicles Dealer License for Silver Lake Suzuki, <br />2030 Silver Lake Road <br />At its August 10th meeting, the City Council authorized <br />the issuance of a 90 day Motor Vehicles Dealer License to Silver <br />Lake Suzuki. The Council also referred to the Planning Commission <br />for study and report the question of what standards should be imposed <br />relative to this license. A copy of the report which was adopted <br />as the Planning Commission's recommendation is attached. <br />The subcommittee of the Planning Commission approached this <br />matter on a somewhat broad basis looking at licensing for <br />all motor vehicle dealerships. As such, the recommendations <br />express the intent to make such standards applicable to all <br />license applications, rather than providing specific standards <br />for this particular business. <br />In the attached resolution, we have attempted to draw <br />up more specific standards for Silver Lake Suzuki drawing upon <br />the recommendation of the Planning Commission and concerns expressed <br />at the August 10th Council meeting. <br />The emphasis -of the standards detailed in the resolution <br />is obviously to promote an orderly and aesthetically pleasing <br />operation, one which does not become disturbing, obtrusive or <br />a detriment to adjacent property. <br />We have also attempted to provide Silver Lake Suzuki with a <br />possible outside vehicle display area. It does not appear possible, <br />however, given the amount of space required for parking and <br />circulation. Sketches we have prepared would seem to indicate <br />that all of the available space east of the existing building <br />and fence is needed either for parking space or adequate driving <br />lane width. The Council may consider a provision permitting outside <br />display if the applicant can provide a site plan showing the <br />display area plus adequate parking spaces and driving lane widths. <br />James F.
