Lewcock, City Manager <br />SUBJECT: Supplemental Report, Impr. 77-1 <br />(Silver Oaks Estates) <br />Statement of Problem <br />At the time of hearing on PRD #21 (Revision to PRD #18), several <br />residents of the Silver Oaks Estates subdivision expressed their <br />concern to the Council as to general drainage problems in the common <br />area, more specifically as to the cutting off of access to the common <br />area recreational complex during high water periods., Additionally, <br />concern was registered as to trees being under water during high water <br />periods. Comments were also made that the bridge in the south pond <br />was partially under water during the recent high water period. <br />The attached topographic map portrays the area and provides historical <br />water elevation information. The following color codings may be of <br />use to the Council in its review: <br />1. Red - Existing walkway easements <br />2. Purple - Proposed storm sewer overflow line <br />3. Brown - Proposed extension of walkway system <br />4. Green - Boundary Lines of common area <br />5. Yellow - Waterline when area reaches elevation <br />917 in north and middle pond <br />The three major ponds in the common area have been labeled south, <br />middle and north. <br />South Pond <br />While we have not considered the south pond part of the drainage <br />problem we tia.ll nevertheless report on the characteristics of this pond <br />and its relationship to the others. -The south pond is at a lower <br />elevation than the middle pond. This elevation differential has varied <br />from 1.2 ft. to 3.6 ft. Th_e banks surrounding the pond are quite steep, <br />and no water damage:- to buildings would be anticipated based on past <br />history. The foot bridge was partially under water in 1975. With <br />high water having been 914 the homes association could raise the bridge, <br />thereby avoiding this problem in the future. Because this pond is <br />
