This approval expired because a <br /> building permit was not obtained within 6 months of approval. <br /> <br /> March 28, 2006: The City Council re-approved a Site Plan and Special Use Permit to allow construction <br /> of a 4 story mixed use office/residential building. This request was nearly identical to the original <br /> • approval, with the exception of a minor change to the parking lot and a change to the exterior building <br /> materials proposed. <br /> <br /> November 20, 2007: The Planning Commission considered the requested amendment to alter the <br /> exterior materials proposed. The Commission made a motion directing the applicant to work with staff <br /> prior to the Council meeting to prepare another set of revised elevations incorporating what was <br /> discussed at the meeting. These changes take into consideration the staff recommendation and also the <br /> concerns of the Applewood Point residents on the western fagade. <br /> <br /> Financial Impact: Not applicable <br /> <br /> Explanation: Staff finds there are several issues that should be considered in determining whether the <br /> revised building elevations should be accepted, including: <br /> <br /> • Section 6-390, which states "the exterior treatment on the street side of the structure shall be brick, <br /> stone, tilt-up slabs, architectural metal panels, decorative block, or the equivalent". <br /> • Section 6-570 (2) which states that "exterior treatments are highly decorative, aesthetically pleasing, <br /> and consistent with the spirit and intent of the vision for the Highway 8 corridor". <br /> • Whether the revised elevations are of the same quality as the elevations approved in both 4/2005 and <br /> 3/2006. <br /> • Whether the building appears more commercial or residential in nature. <br /> <br /> • The staff recommendation was to allow the revisions on the north, south and western facades, but to <br /> require the applicant to construct the street side (east) fagade in accordance with the plan approved in <br />
