• <br />INTRODUCTION <br />This report is an engineering feasibility study for proposed Improvement Project 08-1, Innsbruck <br />North Area Street Reconstruction, 29th Avenue NW Retaining Wall Replacement, and Public <br />Safety Impound Lot Paving. <br />STREET RECONSTRUCTION <br />The streets included in the street reconstruction portion of this proposed project are: <br />12th Street NW <br />- Innsbruck Drive to cul-de-sac <br />13th Terrace NW <br />- All <br />14th Street NW <br />- 29th Avenue NW to Silver Lake Road <br />26th Avenue NW <br />- 14th Street NW to cul-de-sac <br />27th Avenue NW <br />- 14th Street NW to 13th Terrace NW <br />29th Avenue NW <br />- Innsbruck Drive to 13th Terrace NW <br />32nd Avenue NW <br />- Innsbruck Drive to cul-de-sac <br />Brookshire Court <br />- Brookshire Lane to cul-de-sac <br />Brookshire Lane <br />- 29th Avenue NW to cul-de-sac <br />The location of these streets is shown <br />on the Project Map on Page 8 of this report. <br />The total length of all the streets included in this project is approximately 1.22 miles. These <br />streets are low -speed, low-volume, 32 -foot wide residential with the exception of 14th Street <br />NW which is designated a Municipal State Aid (M.S.A.) street. Fourteenth Street NW is <br />constructed to the M.S.A. standard of 36 feet wide and a 9 ton design and with parking on one <br />only side, the south side. All streets in this project area have existing concrete curb and gutter. <br />Historically, the City's approach to street rehabilitation has been to totally reconstruct the <br />pavement section and remove and replace damaged or settled sections of concrete curbing when <br />the road is approximately 30 years old; and to reconstruct on a neighborhood basis keeping the <br />cost down and minimizing the disruption to the area. <br />The streets in the proposed 2008 reconstruction area were built 25 years ago and 28 years ago <br />and originally scheduled for reconstruction in 2010 or later. The City Council received a petition <br />in August of 2007 requesting the reconstruction of several of the streets in this area be moved <br />forward to 2007. Please see the petition and Council Report 07-220 in Appendix A. The <br />requirements of Minnesota State Statute Chapter 429, relating to the public improvement process <br />and the assessing of public improvement projects of this kind, did not allow the City the time <br />frame needed to consider construction in 2007; nor did the City have the funding in place at <br />time. <br />
