An important step in the public improvement process and in the preparation of the feasibility <br />study is to hold an informal informational meeting with the residents in the area. The meeting <br />provides general information to residents regarding the street reconstruction process and enables <br />staff to receive feedback from the residents. The informational meeting for proposed Project 08- <br />1 was held at 6:30 p.m. on Thursday, February 7, 2008, at City Hall. A copy of the meeting <br />notice and sign -in sheets are included in Appendix A of this report. Thirteen residents <br />representing 11 properties attended the meeting. (Please see the Informational Meeting <br />Attendance Map and sign in sheet in Appendix A.) Also, several phone inquiries were received <br />as a result of the meeting notice mailed on January 29th. After a staff presentation of the <br />proposed project, time was spent answering residents' questions and addressing their individual <br />concerns. <br />It was explained to residents that the construction of this project will result in some disruption to <br />the area; however, residents will have access to their property just about all of the time. There <br />will be construction noise, traffic, dust, and mud. We will keep residents informed of <br />construction activities and schedules and do everything reasonably possible to minimize the <br />inconvenience. <br />At the informational meeting, City staff was presented with a petition from residents opposed to <br />the reconstruction of 32nd Avenue NW at this time. The residents, some of whom attended the <br />informational meeting, feel that 32nd Avenue NW is in good condition and does not need <br />reconstruction at this time. Please see the petition and map opposing the reconstruction of 32nd <br />Avenue NW in Appendix A. <br />PROPOSED STREET RECONSTRUCTION - All construction activities of this <br />proposed improvement project would be done under a publicly bid contract by a private <br />contractor. The City Engineering Department would administer the contract and provide the <br />engineering services except for the preliminary soil engineering and material testing. <br />Staff is proposing the existing street surfacing between the existing concrete curb and gutter be <br />removed and reconstructed on all streets in the project. All streets would be reconstructed to their <br />existing 32 -foot width, 7 -ton residential design thickness with the exception of 14th Street NW <br />which will be reconstructed to its 36 -foot width and to a 9 ton design. <br />Broken and settled sections existing concrete curb and gutter sections will be removed and <br />replaced where it causes standing water or is a hazard to pedestrians. When a piece of curb and <br />gutter is replaced or installed in front of a driveway, the driveway will be cut and sloped to <br />match the new curbing as necessary. Driveways will be repaired with in-kind materials, concrete <br />if they are concrete, bituminous if they are bituminous, etc. Boulevards will be restored with <br />topsoil and sod where disturbed. <br />In an effort to calm traffic on 14th Street NW and allow for a more pedestrian friendly roadway, <br />it is proposed the drive lanes be re -striped to the minimum 11 -foot width and include a <br />pedestrian lane on the north side of the road.
