I <br />(a) To advise the City Council and City Manager's office on ways to improve the quality <br />of municipal programming (channel 16) and bulletin board: <br />(1) Through random and systematic viewing of channel offerings; <br />(2) Through community survey or call-in techniques; <br />(3) Through comparisons with other municipal channel offerings; and <br />(4) By seeking technical advice on sound, lighting or production techniques. <br />(b) To produce or borrow programming of interest to broadcast to municipal channel 16 <br />viewers by: <br />(1) Identifying opportunities to share programming among other municipal <br />producers or public agencies; and <br />(2) Producing programming with the assistance of New Brighton and North <br />Suburbs Community Television staff, equipment, facilities, and volunteers. <br />(c) To increase awareness of municipal channel 16 offering to New Brighton residents <br />through: <br />(1) Marketing municipal channel programming; and <br />(2) Increasing awareness of the municipal channel medium as a way to get <br />information to viewers. <br />(d) Work with the members of the economic development commission to advise the <br />council on a telecommunication strategy for the city including: <br />(1) Ways to use technology to improve city services; and <br />(2) Ways to take advantage of technology to enhance economic development <br />efforts; and <br />(3) Ways to use technology to better communicate with citizens and business; and <br />(4) Ways to provide access to technology to help existing business maintain and <br />improve their profitability. <br />(e) Perform other duties and functions or conduct studies and investigations as directed by <br />council. <br />DIVISION 6.
