Each commission shall adopt a set of rules to govern its own meetings and procedures. The rules <br />may be amended from time to time, but only upon notice to all members that the said proposed <br />amendments shall be acted upon at a regularly scheduled meeting. A majority vote of the <br />Commission shall be required for the approval of the proposed amendment. All meetings must <br />comply with the Minnesota open meeting laws. <br />Sec. 2-68. Absence of Members. <br />Attendance at commission meetings is of utmost importance to carrying out the work of a <br />commission. If a member misses two (2) meetings the staff liaison will contact the member to <br />determine their interest in continuing to serve on the commission and remind them of the <br />attendance policy. If a member misses three (3) consecutive regular meetings or four (4) regular <br />meetings in a calendar year the city manager, after consulting the commission chair, may <br />recommend removal of the member to the city council. The city manager will be responsible <br />for notifying the member of the intended and resulting action. <br />Sec. 2-69. Record of Action. <br />Each commission will keep a record of its resolutions, transactions, and findings, which shall <br />be a public record. Minutes will be kept of each meeting and forwarded to the city council <br />agenda upon approval by a majority of a quorum of each commission. <br />Sec. 2-70. Task Forces and Subcommittees. <br />Commissions, with consent of council, or council may appoint a task force to study and report <br />to it on specific matters. After reporting its finding to the commission, such a task force shall <br />terminate unless continued for a specific purpose. Task forces can include members of the <br />commission as well as other qualified citizen or business representatives from New Brighton. <br />Commissions may also appoint a subcommittee consisting solely of its members to complete <br />tasks or assignments. Subcommittee reports must be approved by a full commission before <br />recommendations are made to council. <br />See. 2-71. Severability. <br />The various sections and provisions of this division are severable; in the event any one or more <br />of its sections or provisions shall be found to be invalid or otherwise defective by a court of <br />competent jurisdiction, such invalidity or defect shall not operate to render other sections or <br />provisions invalid. <br />DIVISION 2.
