SELECTION PROCESS <br />Responses to this solicitation will be reviewed and a relatively small group of finalists <br />will be selected. City staff will first screen submissions for completeness in early <br />December. Copies will be distributed to the Economic Development Commission <br />(EDC), a nine -member standing body that is charged with advising the City Council. The <br />EDC will review submissions at one or more meetings in mid-November; a special <br />meeting will be held if the number of submissions requires one. The EDC will make its <br />recommendation to the City Council, and the Council will be asked to approve a short list <br />in late November. Depending on the level and extent of interest in each of the two <br />properties, there may be a separate list of finalists for each property. <br />A Request for Proposals will be issued to those finalists. Staff will evaluate submissions <br />and recommend those organizations that should be given an opportunity to make a <br />presentation. The EDC will hear those presentations at one or more special meetings, and <br />recommend a tentative developer for each property to the City Council. The Council will <br />be asked to approve the developer(s) recommended by the EDC. The Council will also <br />be asked to designate a time limit on the developer designation. <br />Following Council designation, the City will first negotiate a non-binding "term sheet" or <br />letter of understanding with the developer(s). The City Council will be asked to ratify <br />this agreement. Then a binding development agreement will be negotiated between the <br />City and the designated developer(s). If the designated date expires without an <br />agreement having been reached, the Council may decide to extend the date for reaching <br />agreement or withdraw the tentative developer status. <br />EVALUATION CRITERIA <br />Evaluation criteria for selecting finalists will include the following: <br />The respondents' approach to the project. <br />The respondents' experience in implementing successful projects of a similar <br />nature and scope. <br />The financial capability and commitment of principals and parties included on the <br />development team. <br />The City reserves the right to request additional information, to clarify submitted <br />information, to alter the selection process, to reject any or all proposals, and/or to waive <br />any informalities or irregularities in the process. <br />
