Approved <br />Gerald Teats, 804 Torchwood Court, stated that he has no objection to the project, but asked staff if any of the <br />�ighbors researched the proposal with her. Gundlach replied that she had one telephone call with a neighbor <br />and one person requested a copy of the report at City Hall, however no objections were received from anyone. <br />Teats asked if a deck was being added to the east elevation. Scott Miller, owner, replied that a smaller deck <br />would be placed off the east side. <br />Motion by Baker, second by Schiferl to CLOSE THE PUBLIC HEARING. <br />6 ayes, 0 nays. MOTION APPROVED. <br />O'Keefe asked if the driveway would be expanded at the street to accommodate the addition. Gundlach replied <br />that the apron of the drive would be expanded to accommodate the garage; however at the street the drive would <br />have to be tapered back to meet the maximum curb cut regulations for driveways. O'Keefe asked if the <br />maximum width limits would work with this garage. Gundlach replied that is something the applicant will have <br />to work through. However, she did note that he would not be able to park or drive any vehicles on the grass, <br />since that is a code violation. O'Keefe reiterated concern over the width of the garage being too wide to <br />accommodate the maximum width allotment for the driveway. <br />Dennis Jam, Sussel Corporation, stated that his company would be able to accommodate the maximum drive <br />allotment and be able to maneuver a car into the garage. O'Keefe replied that he is still not convinced that it <br />would work and encouraged staff to make sure that they are comfortable with it. Jam replied that his company <br />has worked in some very tight sites and there would be enough room to maneuver a vehicle and meet the <br />requirements. Schiferl asked if the driveway would be a building permit concern, not a condition of approval. <br />undlach replied it is an issue for consideration under the building permit but added if a nuisance were created <br />e property owner would have to address the issue. She added that she did sketch out the drive requirements <br />and while it may be awkward or larger vehicles it should be workable. <br />Motion by Howard, second by Mann to APPROVE THE SPECIAL USE PERMIT AS PROPOSED. <br />6 ayes, 0 nays. Motion Approved. <br />Public Hearing: RD2008-001, LP2008-001, MS2008-001 Planned Residential Development, Site Plan, <br />and Minor Subdivision to Permit Construction of a 6 -Bed Christian Science Nursing Facility/Inspiration <br />Center <br />Gundlach reported the applicant is requesting preliminary Planned Residential Development (PRD) and Site <br />Plan approval to allow construction of a 6 -bed, 10,217 s.f. Christian Science nursing facility/inspiration center. <br />The facility would also include two rest and study suites. Additionally, the applicant has requested Minor <br />Subdivision approval to facilitate the subdivision of approximately 2.08 acres of the 5.87 acres of the property <br />located at 1190 Long Lake Road, known as the First Church of Christ Scientist. <br />The applicant obtained preliminary PRD approval for a similar project in April of 2005. This approval was <br />conditional and required that the applicant appear before the Planning Commission and City Council for final <br />PRD approval. Because certain funding thresholds couldn't be met the applicant allowed the approvals to <br />pire. The current proposal is slightly different than the April 2005 plan (one story structure vs. two story), <br />d as such the applicant must go through the process again as opposed to requesting an extension of a previous <br />approval. <br />Page 4 of <br />
