Approved <br />•isla asked staff what is specifically different between this proposal and the 2005 proposal. Gundlach replied <br />that this is a one-story building making the building's footprint much larger and the parking lot is orientated <br />differently as the previous design allotted for a twenty-five foot setback versus an eight -foot set back. <br />O'Keefe asked staff if they had heard from any of the neighbors. Gundlach replied that she was not contacted <br />by any of the neighbors, however the neighbor most impacted by this building had a fire in late December 2007 <br />and while she did place a courtesy call explaining the proposal she has only traded voicemails with him. <br />Sharon Hansen, President of the Board of Trustee's of Clifton House, reported that Clifton House has provided <br />Christian Science nursing in the community for eighty-five years. She added that the new proposal is 2,300 <br />square feet smaller than the 2005 proposal and believes there would be very little impact upon the neighbors. <br />She addressed the lamp -post that staff had stated may need to move and replied that the lamp -post has existed <br />since 1972. Gundlach replied stated the Lighting Plan was unclear if it was going to be replaced, new or <br />existing, but it would have to be addressed at this point regardless. Hansen stated they would like flexibility to <br />address any landscaping concerns so that they can work with the neighbors. She added the neighbor to the east <br />on Long Lake Road, knew that the Clifton House was going to be built when they purchased the property. <br />Schiferl stated his concern with the proposed screening and would like to see more than eight feet between the <br />parking lot and the neighbor's back yard. He asked if there is any way that they could push the parking lot back <br />to ten to twelve feet from the lot line. Hansen replied that the site is very tight due to the flood plain and is not <br />sure if the lot could be moved. David Morck, Architect for Clifton House, stated that during the last survey of <br />the property it was discovered that 100 year flood line was further east than anticipated and there is no room to <br />love the parking lot. Schiferl stated that unless there is a landscaping plan that the City Forrester could fully <br />support, he could not vote to approve this application at this time. Gundlach replied that the City Forrester does <br />state that sumac is potentially a suitable landscaping material for this project; however he is concerned if it will <br />survive in the eight -foot area available. She added that he provided a list of plants that that may be more <br />suitable and could provide similar screening but are better able to adapt to types of soils that are in this limited <br />eight -foot area. Schiferl replied that except for the spruces; the proposed plants are full only five to six months <br />of the year. Gundlach reported that the Planned Residential Development Declaration could be worded to allow <br />the City to require the landscaping to be replaced if it is not working as planned. O'Keefe state that he supports <br />Schiferl's statements and is uneasy in supporting this proposal. <br />O'Keefe asked staff if the floodplain is considered when the total hard surface is calculated or would the <br />floodplain area reduce the lot size. Gundlach replied they received credit for the land within the floodplain and <br />for wetland area. O'Keefe replied that he is concerned that most of the build able area is covered either by the <br />building or the parking lot. <br />Schiferl stated that he would like to see the parking lot and setbacks reworked. He recommended tabling the <br />proposal. Hansen replied that they could reduce the number of parking spaces; however that could create <br />additional issues with the City. Zisla stated that since the Church is not heavily parked on most days, they could <br />possibly shift the proof of parking to that area. Hansen replied that they could shift the parking to the Church, <br />but Clifton House is reluctant to build a parking lot on the south side of the Church and is not sure if it would be <br />allowed. Gundlach replied the code requires that each uses parking needs are calculated and the total number is <br />#ratvidd somewhere on the site, which means that it could be all on the Church's lot if necessary. Zisla stated <br />due to the neighbors extenuating circumstances he is uncomfortable in approving this proposal without <br />eir input. <br />Page 5 of 6 <br />
