The applicant replied that there is no sign stating a left turn is <br />illegal. Gundlach replied that the Engineering Department did review the proposal and provided <br />comments, but she will ask them to review that area specifically. <br />Jim Try, 2443 Mounds Avenue, stated that this site has had a special use change once before, <br />when Hollywood Video went onto the site. He stated that he is concerned about the traffic going <br />onto Rice Creek Road, since the church is across the street. O'Brien stated that this change <br />would improve the situation, since the exit drive is further down the street. Try questioned if <br />there would be operation limitations placed on the property. <br />Jeff Wrede, Momentum Design Group, stated the Hollywood Video would not be making a <br />decision on if they would be staying on the site until May; however he is trying to make the site <br />marketable for possible new tenants. He stated that they are trying to get a coffee shop, hair <br />salon, take out pizza parlor, but they do not have any specific tenants as this time. He believes <br />the changes would be beneficial to the site and area. Zisla asked if he would wait to do the drive <br />thru after he has a tenant or before. Wrede replied that he would continue the process of the <br />drive thru, even without a tenant. <br />Schiferl stated that if this proposal comes back before the Commission, he would like to see the <br />landscaping plans that were approved in 1999. Zisla stated that Hollywood Video did have <br />restricted hours to operate by and stated that to Wrede that this should be considered for any new <br />tenants. <br />Schiferl asked staff if the City has the authority to regulate left turns onto Silver Lake Road. <br />Gundlach replied that it could not be posted in the median, since that is county road, but she <br />would research if it could be posted on the property. <br />Motion by Baker, second by O'Brien to TABLE CONSIDERATION OF THE REQUESTED SITE PLAN <br />TO THE MARCH 18TH MEETING ALLOWING A COUNCIL RULING ON THE PROPOSED ZONING <br />CODE AMENDMENT TO SECTION 11-020 (*EXCEPTION) UNTIL NOTIFIED BY STAFF. <br />7 ayes, 0 nays.
