MINUTES <br />New Brighton Economic Development Commission <br />Regular Meeting — February 5, 2008 <br />7:00 a.m. <br />Members/Liaisons Present: Bob Benke, Dennis Flahave, Linda Harmon, John Kaufhold, Steve Larson, <br />Cynthia Lesher, Bruce Nustad, Jim Sculthorp, and Gary Stang. <br />Others Present: <br />Members/Liaisons Absent: David Phillips, Mark Nelson, and Gene Delaune. <br />Staff Present: Dean Lotter, Grant Femelius, David Black, and Jennifer Lavandowska. <br />Call to Order <br />Mark Nelson called the meeting to order at 7:05 a.m. <br />Approval of Minutes <br />The minutes of the January 3, 2008 meeting were presented for approval. All approved. <br />Northwest Quadrant Report <br />Financial Information <br />Black reported that the Council has not yet seen the financial information; the Commission would receive this <br />information after they have reviewed it. On Wednesday, February 6 staff will be discussing the status of the <br />Rottlund litigation with the Council and on February 12 a work session will be held before the Council meeting <br />regarding proposed special legislation. Staff met with Senator Chaudhary for a tour of the Northwest Quadrant <br />to help him understand the need for legislative help. Jim Casserly and Bonnie Balach (Minnesota Solutions) <br />met with Representative Knuth the following week to stress the need for legislative assistance. <br />West Side <br />Black reported that Rottlund had proposed to build townhouses on only one block, which Council rejected. The <br />attorneys believe that a settlement can be reached before a trial. He added that the Parks and Recreation <br />Commission and the Planning Commission held a joint meeting regarding the planning for parks throughout the <br />Northwest Quadrant. The Council decided to table the parks proposal for now, until a direction for the <br />development has been determined. <br />Nelson inquired if any new developers had approached the City. Black replied that the City has not been <br />approached by any new developers since the last meeting. Harmon asked whether Sherman is still part of the <br />project. Black replied that Sherman is still interested, but has asked for sixty to ninety days to come up with a <br />proposal. Phillips noted that the Burnsville City Council recently canceled a project with Sherman, and the <br />company has pulled out of two other projects with in the Twin Cities, which he suggested lessens their <br />credibility to complete the work with this development. <br />Kaufhold asked whether there has been a movement to clean up the underground pipes that were found by the <br />excavation by Ashland. Black replied the PCA is working with Ashland to remove them; the removal of the <br />pipes may extend the timetable for the grading work on the site. <br />Pagel of 2 <br />
