East Side <br />Black reported that the draft for the dump closure plan should be completed by Barr Engineering today. The <br />PCA would like to see the entire plan and discuss all its components, rather than addressing bits and pieces of it. <br />Stang noted that he understands the hotel developer would like the land for free and asked how many acres the <br />developer wants. Black replied that Block A is four and half acres; the City believes there is value to blocks A <br />and B, where the developer wants as an option. He added that the land cost could be a "deal breaker," but that <br />would be determined by Council. <br />Railroad Team Track and Wye <br />Black reported that an old road was found on the land where the wye would be located. The County has <br />determined that it has not been vacated and this has added an additional step; the item is before Council at the <br />second February meeting. Kaufhold asked whether the rail bridge over 35W could be made into a pedestrian <br />bridge. Black replied that the bridge is owned by MT Properties and there is a requirement that if the bridge is <br />not used for rail uses it would have to be removed. He added that there are plans to relocate the bridge to <br />another area. Kaufhold inquired if the soil around the tracks had been tested. Black replied that Phase I reports <br />have been done around the track and the City has a good idea of what is there. Kaufhold replied that he <br />regularly works with railroad companies who require their tenants to clean up any contamination that they have <br />caused. He suggested that the City should be able to force the railroad company to clean up contamination. <br />Black noted that it is a complex site due to two superfund sites in the area, but will pass that information along. <br />Commission Organization <br />Black reported that the Council had decided to extend the terms of all Commission members until the end of <br />March. Phillips added that he felt it was unfair to force the Council to decide on commissioners at his first <br />meeting, when he did not know the candidates. He also noted that there are two commissions that are not <br />staffed which should be reviewed. Several Commission members voiced concerns that this commission could <br />be disbanded and suggested that commissions provide opportunities for residents to become involved in City <br />issues. Phillips replied that all commissions will be discussed at the Council retreat and suggested that the <br />bylaws for the EDC may need to be amended. <br />Neighborhood Meetings <br />Black reported that the annual neighborhood meetings will be held in February and March and the Town Hall <br />Meeting will be held on April 26th. The City is working on additional ways to communicate with residents <br />through the City's website and staff is looking to revamp the Business Council. <br />Chamber of Commerce Report <br />Black announced that Bruce Nustad will be moving to the Twin West Chamber as of the first of March. <br />Adjournment <br />The meeting was adjourned at 8:34 a.m. <br />Page 2 of 2 <br />
