Public Safety Commission <br />January 30, 2008 <br />Attending: Commissioner Kerns, Commissioner Allen, Commissioner Elwell, <br />Commissioner Grimshaw, Commissioner Kelly, Commissioner <br />Schumann, Commissioner Tollefson, Commissioner Woods, <br />Director Jacobson, Sgt. John Kaiser, Bill Snoke — Allina Medical, <br />and Council Member Bauman <br />Absent: Commissioner Bredenbeck <br />Roll Call/Call to Order <br />Commissioner Kerns called the meeting to order at 6:35 pm. <br />November Meeting Minutes <br />The November 2007 meeting minutes were reviewed. Commissioner Tollefson motioned <br />to accept the minutes; Commissioner Allen seconded. Motion carried. <br />Public Hearings/Presentations <br />Use of Force by Police Officers in New 136Lliton <br />Sgt. John Kaiser presented a review of 2007 Use of Force Incidents where all incidents <br />that involved "hands on" use of force and more were reviewed. He also presented the <br />2007 Use of Force Statistics which is a summary review and comparison with the <br />previous year. <br />Sgt. Kaiser also presented the Temporary Holding Cell 2007 Final Report which <br />summarized the number of persons that have been held at the Public Safety Center. <br />Updates <br />Citizen Corps Council <br />No report. <br />Department Reports <br />Human Rights <br />Director Jacobson noted invitations from Colleen Wambach, Principal, Irondale High <br />School, which were handed out for the workshop at Irondale High School on February 40' <br />at 6:00 pm to discuss race and diversity. This invitation has been extended to parents, <br />city staff, commission members and students. <br />
