Memorandum oJAgreement (MOA) <br />SRFC Safe Schools/Healthy Students Initiative (SS/HS) Connections Grant <br />Partners of Suburban Ramsey County <br />SRFC SS/HS Initiative Partners: <br />Through the support of the Safe Schools/Healthy Students (SS/HS) Initiative grant the <br />following partners will implement an integrated, comprehensive community -wide plan <br />designed to create safe, respectful, and drug-free school environments, promote pro - <br />social skills and healthy childhood development in all children and youth, especially <br />those experiencing at -risk circumstances and conditions, and build a strong sense of <br />school and community connectedness throughout all of Suburban Ramsey County. <br />The consortium of Independent School Districts 621, 622, 624, and 623 (SS/HS <br />Applicant LEA) and their non-public school affiliates, (All Elements) and <br />The Suburban Ramsey Family Collaborative (SRFC) (All Elements), including, <br />but not limited to the following partners: <br />Ramsey County Corrections, Juvenile Probation and Services Division <br />currently providing student probationary services to students in our communities, <br />teaming with the four school district consortium and local diversion programs in <br />the Suburban Ramsey communities and bringing guidance and direction to the <br />SRFC Joint Powers Board for over three years (Elements 1, 3); <br />The Ramsey County Child Protection and Children's Mental Health Unit — <br />currently providing coordinated case management services to children identified <br />with Severe Emotional behavioral Disorders (SED) (Project ENHANCE) in our <br />four district consortium of schools, and soon to be opening the "Non -Status <br />Offender Unit" which will provide social work case management services to the <br />non -criminal offenders in our communities. The Ramsey County Human Services <br />Director has been on the SRFC Joint Powers Board since 1998 (Element 4); <br />Suburban Ramsey County Chiefs of Police and Ramsey County Sheriff <br />partnering with ISD 621, 622, 623 and 624 and SRFC via School liaison/Resource <br />Officers (SROs) (since 1995), ATOD prevention and intervention services and <br />supportive housing services in New Brighton (Polynesian Village), Little Canada <br />(Montreal Courts), Maplewood (Maple Pond Homes) and North St. Paul <br />(Cedarview Townhomes), and via the SRFC Joint Powers Board since 2004 <br />(Elements 1 and 2); <br />The local mental health partners including the White Bear Lake Area <br />Community Counseling Center (WBLACCC); Northwest Youth and Family <br />Services (NYFS) and Children's Home Society and Family Services (CHSFS) <br />currently providing school -linked mental health services and local diversionary <br />and ATOD related services in our consortium schools and communities via SRFC <br />since 2001 (Elements 1, 2, 3 and 4); <br />D The local and nationally recognized early childhood mental health <br />collaborative community called Foundations for Success currently co - <br />collaborating with SRFC since 2004 and providing standardized early childhood <br />screening across the four district consortium to increase early detection and <br />intervention for families with young children, 0 — 5 years old experiencing mental <br />health related concerns (Element 5); <br />Page 3 of 16 <br />
