March 25, 2008 Page 4 of 9 <br />Councilmember Phillips stated that since the reconstruction of Innsbruck Drive is not scheduled for <br />•some time, it is best to include 32nd Ave. with the 2008 reconstruction project Councilmember <br />Bauman stated it is her feeling that the financial implications would likely be less at this time, in <br />addition to being aresponsible steward with the City s portion. <br />Motion by Councilmember Doffing, seconded by Councilmember Bauman To adopt the resolution <br />ordering Project 08-1, Innsbruck North Area Street Reconstruction as proposed in the feasibility <br />study, authorize staff to proceed with the preparation of the plans and specifications and <br />designate the City Engineer as the engineer for this improvement. <br />4 Ayes -0 Nays, Motion Carried <br />Council Business <br />1. Wash N Fill Property New Brighton, LLC, known as On the Run located at 201 <br />West County Road E2, requests a Special Use Permit and Site Plan in order to build <br />an addition on to the north end of the existing car wash bay. Report No. 08-104. <br />Resolution No. 08-033. <br />City Planner -Janice Gundlach gave.. an overview of the proposed project. A 10 foot x 18 <br />foot addition is proposed. New car wash equipment was installed, and had unknowingly <br />resulted in violation of the 1999 Special Use Permit, because the exit door could no <br />• <br />longer close. The Planning Commission held a Public Hearing on March 18, Nobody <br />was there to comment. The Planning Commission recommended approval of the site <br />plan and special use permit. <br />Motion by Councilmember Doffing, seconded b Councilmember Bauman to adopt the Resolution <br />approving the Special Use Permit and Site Plan as requested. <br />4 Ayes -0 Nays, Motion Carried <br />2. Northwest Youth & Family Services requests a Special Use Permit in <br />order to operate an education and day treatment program out of the <br />existing building at 520 West County Road D. Report No. 08-105. <br />Resolution No. 08-034. <br />City Planner -Janice Gundlach explained a request has been made for a Special Use <br />Permit to operate a day treatment/education center. The property is zoned I2 -Heavy <br />Industrial. The applicant met with City staff regarding the operation of use. The existing <br />program is conducted in an office building in the city of Shoreview. The facility is <br />• looking for a place where they would have access to more space for recreation uses. The <br />site contains 190 parking stalls; students would not be driving to the facility, they would <br />be dropped off and picked up. Pedestrian safety would be an issue when students would <br />cross over to green space, and a crosswalk is recommended to assist with safety. A <br />Public Hearing was held March 18, there was no public testimony. The Planning <br />Council Business <br />1.
