Councilmember Phillips <br />reported he has great concern with allowing this type of use in an area zoned Heavy <br />•Industrial. Additionally Mr. Phillips questioned whether there is a student to staff ratio <br />implemented. Ms. Gundlach reported that could be addressed. Councilmember Bauman <br />stated she has concerns with placing this facility in New Brighton at all. Councilmember <br />Bauman questioned the reason New Brighton was approached by the applicant, being <br />that the facility is not zoned for this use. Councilmember Doffing questioned what <br />would be appropriate zoning? Ms. Gundlach explained an educational use would be a <br />residential use, by a Special Use Permit, the medical or clinical piece would fall under a <br />B district. New Brighton zoning code allows for any use in a B district; be allowed in an <br />I district. In this case, the educational piece is what triggers the Special Use Permit. <br />Kay Andrews representing Northwest Youth and Family Services responded to some of <br />the questions proposed by the council. The location of New Brighton is desirable <br />because the school is staffed with District 621 educators, so a location within the <br />Mounds View School District is preferred. Secondly, this location is desirable because it <br />allows ample space for recreation. Ms. Andrews is comfortable with the student staff <br />ration of 2 to 1, and reported the kids are very well supervised. Councilmember Phillips <br />suggested tabling the item, stating his vote would be against the item; because of the <br />issues of safety concerns for the children in a heavy industrial zoned area. Mr. Phillips <br />reported he may be consider the facility in a stand alone location, and was not opposed to <br />having the facility in New Brighton. Councilmember Bauman reported that in the last <br />five years, Ramsey County Sherriff has responded to 218 calls for service. Ms. Andrews <br />clarified that they share a 3 story office building with other tenants, and the police <br />records do not distinguish where the calls originated from. Councilmember Bauman <br />•questioned Ms. Andrews about where the funding will come from when the grant monies <br />are exhausted. Director of Public Safety, Bob Jacobson clarified that the grant <br />Councilmember Bauman was referring to is in fact separate from the Northwest Youth <br />and Family Services. NYFS is completely funded through the 9 school districts served. <br />Officer Tony Paetznick confirmed that the police calls referenced in the report submitted <br />by the Ramsey County Sherriff Department were not all specific to Northwest Youth and <br />Family Services, and a breakdown was not available. Councilmember Doffing <br />commended the programming offered through Northwest Youth and Family Services, <br />and understand their need for space. Ms. Doffing reported that she would like to see the <br />facility in the community, but because of the safety issues raised with mixing children in <br />a heavy industrial zoned area, she could not support the request. <br />Motion by Councilmember Doffing, seconded by Councilmember Phillips to table this discussion <br />until the next meeting directing staffto come forward with finding of facts for denial. <br />4 Ayes —0 Nays, Motion Carried <br />3. Consider Resolution for Railroad Crossing Policies. Report No. 08-106. Resolution <br />No. 08-035. <br />• Director of Public Works, Grant Wyffels introduced the proposed Railroad Crossing Policies. <br />Minnesota Commercial Railroad approached the city with a request to install crossing signals and <br />gates at the crossing located at 8' Street NW between 6n' and Avenues NW. The City was asked to <br />install a concrete crossing at that same location. Mr. Wyffels displayed the railroad crossings <br />3.
