March 25, 2008 Page 6 of 9 <br />throughout the City, there are a total of 8 city railroad crossings that would fall under the policy. <br />The next step would be for Council to review a grant agreement with MN DOT to enter into a gate and <br />•signal crossing and consideration of at grade concrete crossing in a Street NW. <br />Mayor Larson requested the reason for the improvement being at the crossing on 8' Street. Director <br />Jacobson reported there had been a traffic accident at that location. <br />11 <br />Motion by Councilmember Phillips, seconded b Councilmember Doffing to approve the resolution <br />establishing railroad crossing policies. <br />4 Ayes— 0 Nays, Motion Carried <br />4. Consideration ofAppointments to Municipal Advisory Commissions. <br />City Manager Dean Lotter reported that Council has been discussing at length the process associated <br />with appointments to advisory connrrissions. The Council extended terms of expiring commissioners <br />from January 31 to March 31, 2008. Attendance records were reviewed and those commissioners <br />missing fors or more meetings were removed from their positions. Additionally council determined <br />that commission shall have.. 7 members. Any commissions with more than 7 commissioners will <br />remain until the next term ends. Councilmember Doffing reported that council awes on the <br />importance of attendance at commission meetings, and absences need to be addressed as they occur. <br />Motion by Councilmember Phillips, seconded by Councilmember Doffing to remove the four <br />Commission Members who have.. missed four or more meetings in 2007. Barb Grimshaw, Public <br />Safety, Gene Delaune and Gary Stang EDC and Karen Mann, Planning Commission. <br />4 Ayes -0 Nays, Motion Carried <br />Motion by Councilmember Phillips, seconded by Councilmember Doffing to reduce the number of <br />commissioners on the Park and Recreation Commission, the Public Safety Commission and the <br />Economic Development Commission from nine to seven; with the provision of leaving the eigh <br />remaining commissioners on the Park and Recreation Commission and Public Safety Conmrissior <br />until the retirement or resignation ofinembers. <br />4 Ayes —0 Nays, Motion Carried <br />Motion by Councilmember Phillips, seconded by Councilmember Doffing to adopt Resohrtior <br />Number 08-036 whereas the following appointments are made: <br />• Parks Recreation, and Environmental Commission <br />Terms expiring 3/31/2011: <br />Don Heinrich <br />Joel Norton <br />Council Representative Gina Bauman <br />4.
