The Planning Commission found the Special Use Permit criteria of Section 8-130 are met,
si i Jject to compliance of several conditions.
9. T City Council found the Special Use Permit criteria of Section 8-130 could not be met due
to the following:
a The educational use is not compatible with the existing industrial uses to the east and
west.
Pedestrian safety concerns with regard to truck traffic on site could not be adequately
addressed.
The proximity of three major roadways poses a concern should a student attempt to leave
the group.
It would be too difficult to ensure a proper student to staff ratio exists over time, which is
imperative in keeping Public Safety calls for service at an appropriate level.
It is too difficult to ensure the other user of the building remains compatible with the
educational and day treatment use over time.
Now EREFORE BE IT RESOLVED, that based upon the above findings of fact the application for
a 14pecial Use Permit (SP2008-004) is hereby denied.
this 8h day of April, 2008.
G:ty.L'-1Fk
"n
Steve Larson, Mayor
Development\4-8-2008\SP2008-004 (Northwest Youth & Family Services) - RESOLUTION.doc
2
