Approved <br />O'Brien asked what caused the dramatic reduction in police calls at the Shoreview location. <br />Andrews replied that prior to 2003 a different company ran the program. When Northwest <br />Youth and Family took over the program in 2003 they increased the student to staff ratio and the <br />police calls dropped significantly. She added that this location was chosen because they need the <br />ability to have class and therapy rooms, as well as green space for exercise and the height of the <br />ceiling would allow for an indoor recreation area too. <br />Motion by Baker, second by Zisla to CLOSE THE PUBLIC HEARING. <br />5 ayes, 0 nays. MOTION APPROVED. <br />Baker inquired if condition number 2 could be changed to the remaining space in the building <br />cannot exceed the remaining 141 parking stalls. Gundlach replied that it could be changed. <br />Schiferl asked if Northwest Youth and Family decides to not run the program any more, would <br />the new director be required to follow these conditions. Gundlach replied that the special use <br />permit is written for an educational and day treatment program, regardless of who runs the <br />facility. <br />Motion by SchifeIl, second by O'Brien APPROVE THE ATTACHED RESOLUTION RECOMMENDING <br />THAT THE COUNCIL APPROVE THE USE, SUBJECT TO THE FOLLOWING CONDITIONS: <br />1. The education and day treatment program is limited to 31,400 s.f., no more than 60 <br />students, and no more than 35 staff members. <br />2. Students may only be transported to and from the site by buses, vans and similar <br />• vehicles authorized by the Education and Day Treatment Program and students may <br />not drive to the site. <br />3. The remaining 52,000 s.f. of floor area on site shall not exceed the parking need of <br />141 parking stalls per the Zoning Code section 11-030. <br />4. A crosswalk must be clearly marked on site provided access across the main <br />driveway to the open space area in the northwest corner of the site. <br />5. The open space area in the northwest corner of the site is fenced in for safety <br />purposes. <br />5 ayes, 0 nays. Motion Approved. <br />Announcements: 2008 Comprehensive Plan Update — Special Meeting <br />Gundlach stated that she would like to hold a special meeting on April 8, 2008 regarding the <br />2008 Comprehensive Plan Update. A copy of the Comprehensive Plan and summary of the <br />changes would be given to each Commissioner prior to the meeting. <br />Baker stated that he believes the cell tower would be a minimal impact on the park and the <br />aesthesis is personal. Zisla stated that he would not be surprised if the Telecommunication Act <br />preempts any denial because of health concerns. Gundlach stated that staff is concerned about <br />the co -location agreement that the cell companies have and it may be that the tower is raised in <br />• height to accommodate more than one carrier; currently the eighty foot height would <br />accommodate only one user. She reiterated that the City has been approached by three different <br />vendors within the last few days to place cell towers in several parks and public spaces. While it <br />
