Motion Approved. <br />Public Hearings: SP2008-004 Special Use Permit to permit operation of an education and <br />day treatment program at 520 West County Road D <br />The applicant is requesting consideration of a Special Use Permit to permit an "education and <br />day treatment program" in approximately 31,400 s.f. of space at the existing building located at <br />520 West County Road D. This property is zoned I-2, Heavy Industrial. This type of use is only <br />• permitted through approval of a Special Use Permit. <br />Northwest Youth & Family Services met with City staff approximately one month ago to discuss <br />their intention to use the existing facilities at 520 West County Road D for relocation of their <br />current operations in Shoreview. The applicant has stated the primary reason for relocating from <br />their current facilities is due to the lack of space for recreational activities. The applicant has <br />provided a floor plan illustrating how the approximate 31,400 s.f. would be used, which includes <br />6,000 s.f. of gym and recreational space. <br />Howard stated that he is concerned about the safety of the students and staff, since the location is <br />right next to Hwy 88. He asked how the buses would get in and out of the site. Gundlach <br />presented the site plan with the traffic circulation for the buses. Howard stated that the <br />pedestrian crossing would have to be clearly marked, and wonders if the traffic circulation would <br />work as planned. Kay Andrews, Executive Director for Northwest Youth and Family Services, <br />stated the students would be bused to the site at around 8:00 am and would remain on site until <br />2:30 pm. She stated that they do support having the pedestrian crossing and are willing to fence <br />the green space. She stated that the ratio for students to adults is high to have increased <br />supervision. <br />John Quimal, representative of St. Paul Travelers, owners of the building, approached the <br />Commission. He stated that they are very supportive of the school and any changes that would <br />need to be made to the building and site to increase the safety of the students and staff. <br />• Regarding the leasing of the back half of the building, the office space would not be higher than <br />12 to 15 percent. <br />
