-3- <br />Trevorrow assumed there would be a concrete base there. Harrington stated there <br />would be. Trevorrow also inquired at what height a light was required for the top <br />of the pole. Harrington stated his client, T -Mobile, has a contract with a study <br />company out of Florida. T -Mobile would submit latitude and longitude <br />coordinates to the Florida who would then perform the study. The nearest airport <br />is in Blaine and that would probably not impact this. There are probably <br />transmission lines that are taller than this pole. Usually the City ordinances are <br />written in such a way that you will not put any unnecessary markings or lighting <br />on it but you are subject to the FAA requirements; if there are any. Trevorrow also <br />inquired if a light added to the pole would help with security issues. There is a <br />walkway that comes up from 29`h Ave. It is dark in there. Harrington said it can be <br />done. The light height can be adjustable with internal wiring. <br />MOTION BY TREVORROW, SECONDED BY NORTON, TO APPROVE THE <br />PERMIT REQUEST FOR T -MOBILE. MOTION CARRIED. <br />B. Staff Report — Ken Manthis <br />Ken Manthis gave his power point presentation showing what happened in 2007 <br />and a forecast of what is to come in 2008. Ken also played the Brightwood Hills <br />Commercial that he and Andre Barte (IT Administrator) put together. <br />• Trevorrow commented that the fountain is an asset to the golf course. He <br />wondered if the pond in front would ever get a fountain. <br />Burg stated that pond is part of the watershed. It would require dredging first. It is <br />very shallow. We had a difficult time with the aerators we used to have in there <br />because it was so shallow. This would be an issue for the storm sewer program to <br />do some dredging. On a positive note Burg stated there is a 250 amp service <br />directly to the pond. Trevorrow wondered if the pond area could get "prettied" up <br />with new plants or more color. Budzynski agreed that the course looks so nice but <br />when driving down Silver Lake Road and you see the pond, it looks "yucky." It <br />would be a good idea to look at all the possibilities to make the pond look better. <br />Perhaps it is dredging in the future. Perhaps we could solicit donations to see if we <br />could get a fountain. Burg stated there is some money in Public Works annually <br />for dredging. She does not know how the priorities are set, but that is how ponds <br />get dredged. West stated right now three ponds are being dredged. West stated <br />that Kerry Thorn will be coming next month to do her watershed report so we can <br />talk about it at that meeting. <br />C. Trails Committee Update — Lisa Harreld <br />Harreld stated there was a Trails Committee meeting just prior to this meeting at <br />5:30 this afternoon. We talked about the 8`h Street area, just west of the nursing <br />home; we discussed the possibility of a railroad crossing. The City is interested in <br />• extending the sidewalk on 8th Street past the nursing home. The railroad is using <br />their federal grant money to improve that area. We would like to recommend an <br />increase to the sidewalk area between Old Hwy. 8 and 6`h Ave on 8`11 Street. <br />
