• Cost: <br />New Brighton would be responsible for the cost of bike lane signs and for the painting of <br />the bike lane symbols. The estimated cost to the City for bike lane symbols and <br />signage is approximately $2,500. It is recommended that the funding for this project be <br />paid for with Park Dedication fees. <br />Ramsey County has agreed to stripe the barriers to the bike lanes on Long Lake Road <br />during the reconstruction project and install the bike lane signage purchased by the city. <br />Support: <br />Resident support for pedestrian friendly designs has been strong in the City of New <br />Brighton. In 2006, the city approved a Parks, Recreation and Trails Strategic plan <br />which included a statistically valid study that found that 84% of New Brighton residents <br />participate in walking/hiking and 50% participate in bicycling. The study also found a <br />need to increase walking/bicycling opportunities in New Brighton stating "Residents <br />mentioned many specific trail location needs. Concerns included can not walk to <br />store," hand to bike in commercial areas," `more trails for biking makes it easier to get <br />on a bike than in a car," "crossing the freeway is not safe." Some of the needed <br />improvements included better connections to Long Lake Park, the NW Quadrant area, <br />the Family Service Center, shopping centers, parks, library, schools, etc., and <br />minimizing barriers such as the bridge crossings over 1-35W and 1-694. In addition, New <br />Brighton residents clearly want more trails and safer places to walk and bike". <br />• Additional support for this project includes Ramsey County Parks and Recreation, <br />Ramsey County Public Works and Active Living Ramsey County. Support also exists <br />from the Public Safety Commission and the Parks, Recreation and Environmental <br />Commission; both commissions unanimously approved the project. The support shown <br />by these organizations will help in the installation and publicity of this new facility. <br />• <br />Timeline: <br />Due to the Long Lake Road reconstruction timeline, the approval of this project must be <br />swift in order to take advantage of this opportunity. Ramsey County has requested that <br />a formal recommendation be approved by the city and forwarded to the county by May <br />15th <br />Recommendation: <br />Authorize Ramsey County to install a bike lane on Long Lake Road from 1-694 to <br />County Road H. <br />Authorize the purchase of signage and paint materials to be installed for the above bike <br />lane. <br />IWOONOILV ORi5t2008TP v R..ionlR L.
