d ; All buildings and building sites shall be designed to encourage social interchange and a <br />sense of community, provide sufficient residential amenities, and mitigate any adverse <br />impacts of business and industrial uses on residential uses. <br />7.a Planning Commission and City Council reviewed the proposal and found it to meet the <br />c ditions of Section 6-550 based on amenities such as the proposed pedestrian crossing at <br />Highway 8, the connection to the courtyard feature, and the implementation of bicycle <br />r ks to encourage another transit option all promoting social interchange and a sense of <br />8. Pditionally, the Planning Commission and City Council reviewed the proposal in <br />ak ordance with the following Special Use Permit conditions of Section 8-130: <br />a That the establishment, maintenance, or operations of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort or general welfare. <br />bThat the special use will not be injurious to the use and enjoyment of other property in <br />the immediate vicinity for the purposes already permitted, nor substantially diminish and <br />impair property values within the neighborhood. <br />c That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in the <br />district. <br />That adequate utilities, access roads, drainage and/or necessary facilities have been or are <br />being provided. <br />That the special use shall in all other respects conform to the applicable regulations of the <br />district in which it is located. <br />8. 1 a Planning Commission and City Council found the proposal to meet the conditions of <br />ction 8-130. <br />Now EREFORE BE IT RESOLVED, that based upon the above findings of fact the application for <br />a Si Plan (LP2007-011) and Special Use Permit (SP2007-012) are hereby approved in <br />acco ance with attached Exhibit A, subject to the following conditions: <br />1. a applicant, working in cooperation with the City, shall make its best efforts toward <br />ining approval from Ramsey County for a pedestrian crossing at Old Highway 8 that ties <br />i 7 o the trail system on the west side, within Long Lake Regional Park. If Ramsey County <br />proves such a crossing, this crossing shall be developed in accordance with Ramsey <br />unty requirements and at the developer's expense. <br />2. Tie revised building elevations, submitted on and dated 11/19/07, shall be incorporated <br />into the final plans. <br />3. Implementation of the recommendations made in the interoffice department memorandums <br />ached to the Planning Report as Exhibits G - K. The exception to this is the police <br />bstation request, which staff feels should be negotiated separately between Public Safety <br />d the developer. <br />4.a wall sign on the south fagade of the building may be permitted in place of the wall <br />n allowed, per Chapter 9 standards, on the west elevation along Old Highway 8.
