MINUTES <br />New Brighton Economic Development Commission <br />Regular Meeting — May 6, 2008 <br />7:00 a.m. <br />Members/Liaisons Present: Bob Benke, Mary Burg, Dennis Flahave, Linda Harmon, John Kaufhold, <br />Mark Nelson, and Tim Roche. <br />Members/Liaisons Absent: Cynthia Lesher and Jim Sculthorp. <br />Staff Present: Grant Femelius and Jennifer Lavandowska. <br />Others Present: Jim Witkowski. <br />Call to Order <br />Nelson called the meeting to order at 7:05 a.m. <br />Approval of Minutes <br />The minutes of the April 1, 2008 meeting were presented for approval. All approved. <br />Introduction and Chamber of Commerce Report <br />40 Tim Roche was welcomed to the EDC by all the Commissioners. Roche gave a brief history of his <br />professional background and stated that he is looking forward to working with everyone. <br />Northwest Quadrant Report <br />General <br />Femelius reported the Council has selected nine citizens to make up the Northwest Quadrant Task <br />Force. While the first meeting has not been scheduled, it is anticipated they would meet within the <br />next several weeks. Harmon inquired to how many citizens applied for the task force. Burg replied <br />that ten citizens applied for the task force. Kauthold asked about the rationale for having nine task <br />force members versus seven. Burg replied that it was decided the task force should have nine members <br />in order to increase the amount of citizen input. Kauthold asked why the commissions are only <br />allowed to have seven members, but the task force is made up of more. Burg replied that issue was <br />discussed, but it was decided to have nine members. Nelson asked whether the meetings would be <br />open to the public. Femelius replied that they would be. <br />Fernelius reported on the City's legislative initiatives. He noted that the legislature approved the <br />technical tax bill in March. This bill allowed revenues from TIF District 26 to help pay of soil <br />remediation in the Northwest Quadrant. The bonding bill did not include funding for the proposed <br />landfill gas collection system for the east side. The extension of TIF districts 31 and 32, and the ability <br />to pool from TIF districts 9 and 20, are included in both the Senate and the House versions of the tax <br />bill, and staff is hopeful that it will pass. Benke noted that the bill did pass the night before, however <br />•the Governor may veto it. Flahave asked how much money will be pooled from TIF districts 9 and 20. <br />Femelius replied that it would be between $9 and $10 million and would be used for soil remediation <br />or debt service, however if all the funds are not needed they would remain the district. <br />Pagel of 3 <br />
