Report No. 08-163. <br />City Planner Janice Gundlach reported in 2007 the planning commission and city council were presented <br />with options for the comprehensive plan update. A summary depicting the differences between the 1998 <br />and 2008 <br />plans was prepared, it was noted that none ofthe visions and goals established through the 1998 public <br />input process were changed. Ms. Gundlach reiterated that this document is a draft, and there is a six <br />month review process. Specific demographic data was updated reflective ofthe 2000 census, additional <br />updates were highlighted. The final draft is anticipated to go before the planning commission in <br />December 2007, with a final plan for council approval in approximately June 2009. <br />Councilmember Phillips stated the Intemational Property Maintenance Code is not currently adopted by <br />the State, and questioned whether the City can supersede a building code for the Property Maintenance <br />code. <br />Additionally Councilmember Phillips indicated that there is not a reflection indicating the increase in <br />population ion the Northwest Quadrant. Mr. Phillips requested staff look into these items. <br />Councilmember Bauman was not in agreement with the section indicating the city will continue to <br />enforce property maintenance codes. Councilmember Bauman stated she is not in agreement with the <br />International Property Maintenance Code, and does not feel the City has the right to enforce property <br />maintenance issues. <br />• Councilmember Philips reported that according to a recent court case; a property maintenance code <br />cannot conflict with a building code. Councilmember Burg stated that it has been difficult for the City to <br />enforce housing maintenance issues without having a maintenance code to reference. Coundmember <br />Phillips requested the deletion ofthe section(s) related to the hrtemational Property Maintenance Code. <br />Motion by Councilmember Phillips, seconded by Councilmember Bauman to authorize {with <br />change related to International Property Maintenance Code} staff to distribute the draft 2008 <br />Update to the New Brighton Comprehensive Plan to adjacent cities, affected school <br />districts, the watershed district, and Ramsey County for the mandatory six month review period <br />3 Ayes -0 Nays, Motion Carried <br />(Councilmember Burg absent.) <br />6. Acceptance of the City's Comprehensive Annual Financial Report and Management <br />Reports for the Fiscal Year Ending December 31, 2007. <br />Report No. 08-164. <br />.Director of Finance Dan Maiers provided an overview ofthe summary report on the City's 2007 <br />Comprehensive Annual Financial and Management Reports. Mr. Maiers also reviewed some ofthe <br />variances in the 2007 budget. Steve Wischman, representing Kem DeWenter Viere auditing firm <br />reported the City of New Brighton received a "clean, unqualified" rating. Mayor Larson expressed his <br />gratitude to the entire finance department for a "great job." <br />5.
