Approved <br />PLANNING COMMISSION PROCEEDINGS <br />CITY OF NEW BRIGHTON <br />Regular Meeting — May 20, 2008 at 7:00 p.m. <br />Present: Commissioners Larry Baker, Steve Danger, Bruce Howard, Jim O'Brien, Tom <br />O'Keefe, Norm Schiferl, and Paul Zisla. <br />Absent: <br />Also Present: David Phillips, Council Member arrived just prior to adjournment, and Janice <br />Gundlach, City Planner. <br />Agenda Review: Agenda was approved. <br />Minutes: Minutes for April 15, 2008 were approved. <br />Council Action: Council Member Phillips was attending a Council work session and indicated <br />he may be available following Commission Business items to give a report on Council actions. <br />Public Hearings: SP2008-003 Special Use Permit to Allow an 80' Low Profile Monopole <br />within Hidden Oaks Park at 1560 26`h Avenue NW <br />The applicant is requesting consideration of a Special Use Permit to permit erection of an 80' <br />low profile monopole within Hidden Oaks Park, located at 1560 29`h Avenue NW. Zoning Code <br />Section 4-600 (2 & 4) provides for specific conditions that must be met in determining <br />placement of such towers in a residentially zoned area. Further, the general health, safety, and <br />welfare standards of Section 8-130 must also be considered in order to approve any Special Use <br />Permit. <br />A public hearing on this request was opened on March 18`h. Public testimony was taken but the <br />Commission tabled action to allow the Council to discuss the possibility of entering into a lease <br />with T -Mobile for the site. On May 13`h the Council held a work session to discuss a general <br />policy regarding cell towers on city -owned land. Also discussed was the proposed site within <br />Hidden Oaks Park. While no formal policy was finalized at the work session, the Council did <br />determine the proposed location within Hidden Oaks Park would not be accepted in terms of <br />entering into a lease for the property. The applicant has since been directed to either I ) withdraw <br />the current request, or 2) provide a written extension for city review if the applicant chooses to <br />propose a revised site plan. The applicant provided a letter requesting the Commission table <br />action tonight and authorized the City to take an additional 60 days to review the request. <br />Howard inquired if alternative locations were being considered outside of Hidden Oaks Park. <br />Gundlach replied that there are several other locations that may work, however the applicant has <br />not indicated if these would be acceptable. <br />• Gene Bujalski, 2901 16`h Street NW, updated the Commissioners on a survey that was taken by <br />one hundred households, with one hundred and twenty people signing the survey. He stated that <br />overwhelmingly the response was that people do not want cell towers in any City parks. <br />Bruce Tharaldson, 1555 Stinson Blvd, opposes the tower and also helped conduct the survey. <br />
