Jacobson, Director of Public <br />CITY MANAGER'S APPROVAL: <br />No comments to <br />Recommendation: <br />Approval of the Joint Powers Agreement Regarding Public Safety Related to 2008 Republican <br />National Convention. <br />Legislative History: <br />N/A <br />Financial Impact: <br />Expenses should be fully reimbursable thru the City of St. Paul. <br />Explanation: <br />The 2008 National Republican Convention (RNC) will be held in St. Paul, MN on September 1 — <br />4, 2008. The St. Paul Police Department is the lead local agency for the public safety and crowd <br />control during the RNC. To assist with the anticipated need for additional licensed peace <br />officers, the City of St. Paul is requesting the assistance of other law enforcement agencies. The <br />City of St. Paul has requested assistance from the New Brighton Department of Public Safety for <br />law enforcement and public safety services to include relatively low risk, low profile <br />assignments such as site security and transportation security. We are currently in the process of <br />determining availability of off duty police officers to work those assigned details. Our on duty <br />personnel will remain committed to their duties in New Brighton as determined by leadership <br />within the New Brighton Department of Public Safety, and, should a higher priority incident <br />occur, this agreement allows our City to recall any of its police officers from their RNC <br />assignments. <br />The City of St. Paul has authored a Joint Powers Agreement (JPA) for those Cities agreeing to <br />provide public safety assistance during the RNC and RNC related events. The City of St. Paul <br />will provide reimbursement at a time and one half rate of the officer's regular rate of pay and the <br />employer's share of Medicare and PERA contributions within the limits of federal and third <br />•party subsidies received by the City of St. Paul.
