Call to Order <br />The meeting was called to order at 6:30 p.m. by Chair Frischman. <br />II. Minutes of April 2, 2008 <br />MOTION BY BUDZYNSKI, SECONDED BY HEINRICH, TO APPROVE THE APRIL 2, <br />2008 MINUTES AS SUBMITTED. MOTION CARRIED. <br />IV. Correspondence <br />A. Council Report — Council Member Gina Bauman <br />V. Public Hearing <br />A. Installation of Bike Lane on Long Lake Rd. <br />Director Breuer stated we are here to discuss the Bike lane on Long Lake Road. <br />Here to present this information is Brad Martens, Recreation Supervisor. Martens' <br />stated he is representing on behalf of the Trails Committee. The Committee has <br />worked very hard on this project. The Trails Committee was formed in February <br />of 2007 from the suggestion of the 2006 Trails Strategic Plan. The goal of the <br />Committee is to increase the quality and number of trails available to New <br />Brighton residents. The Committee became aware that Long Lake Road from 694 <br />to 10 Street NW was due for reconstruction in June of 2008. The Trails <br />Committee felt this would be a good opportunity to help make the north/south <br />connection needed for bicycles. There are no formal bike lanes that exist in <br />Ramsey County. This would be the first. There is a design recommendation <br />which has been worked out with our Public Works Department. This includes <br />striping the roadway with a 7-8 foot bike lane. Traffic lanes would remain at 12 ft. <br />One change would be from 14th Street NW to 694 there is a 14 ft. long left turn <br />lane. That lane would become 12 feet (just as a normal traffic lane). A bike lane <br />sign would be installed. The post is already available. There are two design <br />proposals for the bike lane. The second design is from 14th St. NW north to <br />County Road H. After 14th Street, the left tum lane disappears. The bike lane <br />would be a great addition to New Brighton's trail system with low cost to the <br />City. Signs and painting would be less that $2,500. The bike lane would also <br />decrease the amount of sidewalk riding. The bike lane would also promote biking <br />. in the right direction which is safer. Martens related a danger index which showed <br />biking on a major street without a bike lane there was 1.28 percent chance of an <br />accident and biking on a sidewalk there was 5.32 percent chance of an accident. <br />There is a lot of support for this project from the NB Trails Committee, NB Public <br />Works, NB Parks and Recreation, NB Public Safety Commission, Ramsey County <br />Public Works, Ramsey County Parks and Recreation and Active Living Ramsey <br />County. <br />
