Ordinance No. 762. <br />An Ordinance Related to amending the Storm Water Utility Chapter to include storm <br />water inspections every 5 years and provide credits for rain gardens; amending Article 1, <br />Sections 31-2 and 314. Ordinance No. 763. <br />Kerry Thome explained the overall goal of the three ordinances is to reduce pollution in New Brighton <br />lakes and sheams, as well as public storm sewer system. Requirements ofthe NPDES permit will be <br />met. The highlights of the NPDES pemut were reviewed. CouncilmemberPhillips suggested city staff <br />inform the community that any swimming pool draining should be dechlorinated prior to draining. <br />Motion by Councilmember Phillips, seconded by Councilmember Bauman to adopt the <br />attached ordinances as they relate to the City's National Pollutant Discharge Elimination System <br />(NPDES) permit including An Ordinance Requiring a Permit for Land Disturbing <br />Activities; adding New Brighton Code Article 3, Section 14-24. <br />An Ordinance Related to Connections and Discharges totheStorm Water System; <br />adding New Brighton Code Article 2, Section 31-8. <br />An Ordinance Related to amending the Storm Water Utility Chapter to include <br />storm water inspections every 5 years and provide credits for rain gardens; <br />amending New Brighton Code Article 1, Sections 31-2 and 31-4. <br />5 Ayes— 0 Nays, Motion Carried <br />At the advice of City Attorney LeFevere, the following motion was made to approve the summary for <br />publication. <br />Motion by Councilmember Burg; seconded by Councilmember Phillips to approve the <br />summary of the three ordinances adopted. <br />5 Ayes -0 Nays, Motion Carried <br />6. Special item related to issue from June 10, 2008 Council meeting, an issue added to the <br />agenda not allowing proper notice for citizens wishing to speak to the issue. <br />Debra Birchet addressed the council regarding the recent dismissal ofvanous commissioners, and <br />suggested the oouncil also consider their own attendance at meetings. Regarding Mr. John Kaulhold, <br />Ms. Birchet conveyed her discontent with the council's decision to remove him from his appointed <br />positions. <br />Mr. Jack Bnmell addressed the Council regarding his long standing relationship with Mr. John <br />Kaufhold, as a community volunteer. Mr. Brunell also stated he felt Mr. Kaufhold added value to the <br />• <br />• <br />6.
