<br /> DECORUM'AND..I'l'S ENFORCEMENT:, The Counc~l members, while the Council is in
<br /> se:;!sion,must preserve order a.nd decorum, and a mern.ber shall neither, by
<br /> conversation or o.therwise, del~y or inte;r-rupt the proceedings or the peace
<br /> of the Council., nor disturb anY-<!n.ember while speaking or refuse to obey
<br /> tb.e orders of the Cotulcil'or,its Presiding Officer, except as otherwise
<br /> here,in provided.

<br /> The Chief of Police or such member or members of the Police Department,
<br /> as he may designate shall attend meetings of the Council when requested to do
<br /> so by the Mapager or the Manager shall instruct the Chief to have an officer
<br /> present at the request of any member of the Council. He, or they, shall
<br /> c~rry out all orders and instructions given by the Presiding, Officer or by
<br /> roajori:tyof the Council present for the purpose of maintaining order and
<br /> 'dec~rumat the COtulcil meetings. Upon instructions of the Presiding Officer
<br /> .ora majority of the Council, it shall be the duty of the Chief or those
<br /> ca.lled to take necess~ry and ~ppropriate action to restore order, including
<br /> removal or arrest.
<br /> ~INANCES. RESOLUTIQrJS. MOTIONS AND REPORTS:

<br /> Cb} Every ordin~nce, and resolution .shall be presented in VJri'ting
<br /> and read in full at a Council meeting; provided, however, that the reading
<br /> of an ordinance Or resolution may be dispensed. with ,by unanimous consent.
<br /> ,Upon the vote on ordinances, rElsolutions and motions, the ayes and noes
<br /> shall be recorded unless the vote is declared unamimous. Upon the request
<br /> of any meIlleber of the Council tb,e vote shall be. by roll call of all members
<br /> of the council as provided under DUTIES OF THE PRESIDING OFFICER this
<br /> resolutiOn. A majority vote of all member:;l of the Council shall be required
<br /> for the passage of all ordinances, motions and resolutions except as other-
<br /> wise provided by law.
<br /> (c) Every ordinance other than emergency ordinances shall have two
<br /> pubLic readings as provided in section (b) of this chapter, and at least
<br /> seven days shall elapse between the first reading or waiver thereof and the
<br /> second reading or waiver thereof.
