A majority vote of all member:;l of the Council shall be required <br /> for the passage of all ordinances, motions and resolutions except as other- <br /> wise provided by law. <br /> (c) Every ordinance other than emergency ordinances shall have two <br /> pubLic readings as provided in section (b) of this chapter, and at least <br /> seven days shall elapse between the first reading or waiver thereof and the <br /> second reading or waiver thereof. <br />
