He shall h!ive all the rights, powe.rs and duties <br /> , prescribed by Minnesota Statutes in .regard thereto, however, it is recognized <br /> that the Village Council is the polic:y making body for the Village and the <br /> Village Manager shall confine his ,discussions. at Council meeting13 to <br /> 13tatements off'act, :,:,.ecemmendations ba.sed on his knowledge and experience and <br /> explanations of the reasons for the same, a~d any matters pertaining to <br /> adrniJ:rlstration. <br /> (b) ~e Village Attorney may not take part in the discussions of the <br /> Village CoUncil except tOansw~r questions directed to, him, comment on <br /> ,:matters involving legal posers or pro.cedures of the Village, and to present <br /> . .factual material to the Council. ' I <br /> (c) No 'villageemployee, other than the Village Manager and Attorney, ' <br /> shall,'enter into discussion of the Village.
