Following completion of the basic plan elements, the <br />Council desires that the Board of Planning: <br /> <br />a. establish and conduct a formal annual review of the <br />comprehensive plan <br />b. complete the remaining elements of the comprehensive \ <br />plan \ <br /> <br />7. In discharging its charter, the Board of Review provides, <br />a direct and indirect service to the residents of New <br />Brighton. To better accomplish that service function, th~ <br />Council desires that members of the Board of Review <br />~pnduct an objective and knowledgeable review of all <br />matters brought before that Board. To adequately accomp-j <br />lish this desire it is the Council's intent that all <br />members of the Board personally inspect, prior to the <br />date of formal review, the property, site, structure, I <br />plans, etc., which may be the subject of a petition. \ <br />Additionally, all Board members are expected to review, ! <br />prior to the date of formal review, all sections of the I <br />New Brighton Code as may be applicable to each case <br />reviewed~ <br /> <br />8. In forwarding recommended action to the Council, it is <br />expected that all such recommendations shall include a <br />complete description of the reasons for such recommenda- ; <br />tion. <br /> <br />9. The council desires that the Board of Review forward <br />recommendations for changes or revisions to the New Brighr <br />ton village Code as the need or desirability for such <br />recommended action is discovered. <br /> <br />, 10. It is the Council's desire that all reports from the <br />, Board of the Whole, the Board of Planning and the Board <br />of Review be totally prepared by the members of that Boar~. <br />This statement is meant to discourage the practice of <br />having the Professional Planner, Administrative Represen- <br />tative or other ex-officio member prepare (original writi~g) <br />reports from the Planning Commission to the Council. <br /> <br />11.
