COMPREHENSIVE PLAN <br /> ! <br /> , <br /> " <br /> WHEREAS the Rice creek Watershed District has proposed a <br /> Comprehensive Plan cndasked, for comments from interested parties, <br /> and <br /> WHEREAS the city of New Brighton intend:;; to respond to the <br /> request for comments <br /> NOW THEREFORE 'BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> ,CITY OF NEW BRIGHTON, MINNESOTA, AS FOLLOWS: <br /> A. The City Manager of the City of New Brighton is hereby <br /> authorized to send a certified copy of this resolution to the <br /> Rice creek Watershed District to express the city's reactions and <br /> comments to the proposed Comprehensive Plan of the Rice Creek <br /> Watershed District; <br /> B. The City of New Brighton agrees with the overall <br /> objective as stated in the Rice Creek Watershed District Comprehen-, <br /> sive Plan: <br /> II to provide for the wise, long term <br /> .. . <br /> management of its water and associated <br /> land resources." <br /> C. There are a number of proposed regulations which are <br /> !vague in the plcn. The city of New Brighton requests specific <br /> 'answers to the following list of questions: <br /> 1. The Comprehensive Plan states on page VIII-l: <br /> liTo provide for...water and associated land resources..." <br /> What are "associated land resources"? Does that include <br /> only flood plains or more? Does that include all of <br /> the lands in the District? <br /> 2. The Comprehensive Plan states on page VIII-4: <br /> "...the district shall iQentify the flood plain...and <br /> promote the necessary flood plain zoning... II <br /> What will happen to municipal or county flood plain <br /> ordinances passed pursuant to Minn. Stat. Chapter 104? <br /> What will the Rice Creek Watershed District do that the <br /> Minnesota Department of Natural Resources does not do <br /> now under Chapter 1041 <br />
