<br /> i <br /> t, <br /> . <br /> # , <br /> ~ <br /> RESOLUTION NO. 1310 <br /> "STA-rE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION AFFIXING CERTAIN CONDITIONS OF USE FOR FACILITIES <br /> DISCHARGING INDUSTRIAL WASTES INTO THE CITY OF NEW BRIGHTON <br /> MUNICIPAL SEWER SYSTEM <br /> WHEREAS the City of New Brighton is responsible for the <br /> general safety, health, welfare and well-being of its residents <br /> and has established codes to aid in carrying out bhis respons- <br /> ibility, and <br /> WHEREAS City Code Sections 265 entitled Sewer Department <br /> Regulations and 860 entitled Offensive Trades, and Metropolitan <br /> Sewer Board Rules and Regulations for the MetlDpolitan Disposal <br /> System and the Minnesota Pollution Control Agency Standards all <br /> apply to the operation of rendering businesses, and <br /> WHEREAS the City is aware and has been informed of certain <br /> deficiencies in the operation of the Gordon Rendering Company, <br /> The Mengelkoch Rendering Company, and the Minneapolis Hide and <br /> Tallow Company with respect to the quality of industrial wastes <br /> which each is discharging into the City Sewer System and intern <br /> into the Metropolitan Sewer District facilities,and <br /> WHEREAS these deficiencies affect the safety, health, <br /> welfare and well-being of its residents in that it causes <br /> plugging of the sanitary sewer and lift station, interferes with <br /> sanitary sewer service to others and has in the past resulted <br /> in raw sewage being dumped on the open ground, and <br /> WHEREAS there have been and will be reoccurring grease <br /> spills resulting from accidents, broken pipes, poor housekeeping, <br /> poor working procdeures, etc. , and <br /> WHEREAS spilled grease can and often does block the city <br /> sewer, and <br /> WHEREAS the City of New Brighton has repeatedly attempted <br /> to have the rendering plants take suitable actions which would <br /> bring their industrial waste dismarge into compliance with City <br /> Codes and Metropolitan Sewer District Standards among such <br /> attempts was an agreement dated the 21st of July, 1972 signed by <br /> officials of the three rendering plants which provided that a <br /> consultant acceptable to all rendering plants would be hired to <br /> analyze the rendering plant industrial waste problem and recommend <br /> improvements to each plant which would bring its industrial waste <br /> into conformance with City and other agency standards, and <br /> WHEREAS the three rendering plants havej:not agreed on a <br /> consultant and therefore, the problems still persist <br />
