<br /> " <br />. <br /> ; <br />t <br />~ <br /> JOINT AND COOPERATIVE AGREEMENT <br /> CONSORTIUM OF RAMSEY COUNTY MUNICIPALITIES <br /> The parties to this agreement are governmental units of the State <br /> of Minnesota. This agreement is made and entered into in accor- <br /> dance with Minnesota Statutes, Section 471.59. <br />I. GENERAL PURPOSE <br /> The general purpose of this agreement is to provide for the <br /> implementation and operation of a cooperative data and management <br /> information system at a reasonable cost to foster efficiency in <br /> the provision of services. <br />II. DEFINITION OF TERMS <br /> For the purpose of this agreement, the following definitions <br /> shall be in effect: <br /> Section 1. "The Consortium of Ramsey County Municipalities" <br /> means the organization created by this agreement, hereafter <br /> referred to as the Consor'tium. <br /> Section 2. "Board" means the Board of Directors of the Consortium <br /> consisting of one representative from each governmental unit which <br /> is a member. <br /> Section 3. "Governmental Unit" means any city, village, borough, <br /> county, town, school district or other political subdivision as <br /> sanctioned by law. <br /> Section 4. "Member" means any governmental unit which is a party <br /> to this agreement and is a party in good standing. <br /> Section 5. "Council" means the governing body of the member <br /> governmental unit. <br /> Section 6. "Software" .means computer programs, form designs, <br /> user manuals and associated doc~~entation. <br />III. MEMBERSHIP <br /> " <br /> Section 1. A governmental unit desiring to be a member shall <br /> execute a copy of this agreement and pay the established dues and <br /> charges. The governmental unit shall file an executed copy of the <br /> agreement together with a certified copy of the authorizing re- <br /> solution with the Office of City Manager, White Bear Lake. The <br /> authorizing resolution shall designate the representative and alter- <br /> nate for the member. This agreement shall become effective January <br /> 1, 1977. <br />
