RESOLUTION NO. <br />,. <br /> STATE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION ~ING FINDINGS OF FACT AND DENYING ON-SALE LIQUOR <br /> LICENSE TO JOHN J. WELSCH COMP.ANY <br /> WHEREAS an application for an on-sale intoxicating liquor <br /> license at 2550 Mississippi Street has been made by John J. Welsch <br /> Company, and <br /> WHEREAS the procedural history of the application is as <br /> follows: <br /> 1. The application was filed with the City on October 25, <br /> 1976~ <br /> 2. The application was reviewed and investigated by the <br /> Police Department and City Manager's office and found to <br /> be in proper form~ <br /> 3. The City Council, pursuant to published notice held a <br /> hearing on November 23, 1976 to consider the application~ <br /> 4. At such hearing the written report and analysis of the <br /> Police Department and Manager's office was received, <br /> reviewed and ~onsidered J?y the Council including the <br /> minutes of the February 10, 1976 Council meeting at <br /> which time a similar. application was denied~ <br /> 5. At such hearing a letter and petition of objection to <br /> the application were receiveo, r,ead, and considered by <br /> the Council~ <br /> 6. At such hea~ing all persons, including the applicant, <br /> were given an opportunity to be heard and all testimony <br /> presented was duly considered by the Council. <br /> NOW THEREFORE BE IT RESOLVED, That the New Brighton City <br /> Council makes the following Findings of Fact in respect to the <br /> on-sale intoxicating liquor application of the John J. Welsch <br /> Company <br /> Findings of Fact <br /> 1. That the area generally north of Mississippi Street and <br /> west of Silver Lake Road, in which the subject property <br /> is located, is primarily zoned and developed for <br /> residential use~ <br /> 2. That the property to the immediate north of the subject <br /> property is developed with single family and duplex <br /> dwellings~ <br /> 3. That the serving of liquor in the commercia1~operation <br /> would generate additional noise in the area~ <br /> 4. That the serving of liquor may generate unruly customers <br /> on the premises and in the immediate neighborhood of the <br /> premises~ <br />
