That the type and character of traffic in the area would change due to the serving of liquor by creating more late evening traffic creating nuisances of noise and 1ights~ 7. That the city maintains and operates a park on the northeast corner of Silver Lake Road and Mississippi Street and Ironda1e High School is located northeast of the subject property~ 8. That children and students must pass by the subject property in a route to and from the park and high school' 9. That.becauE;e of t.he subject property's proximity to the park and school, the serving of liquor would have a detrimental effect on persons using the park and children attending the school: 10. That the proposed comprehensive plan being developed Joy the Planning Commission projects- the subject property's use as low density residential use~ 11. That a restaurant with a liquor license is a higher intensity commercial use than a restaurant without a liquor license thereby making the conflict with the proposed comprehensive plan more:substantia1; 12. That a license application similar in all respects to the subject application was denied by the Council on February 10, 1976~ 13. . That the Council ~uld be acting arbitrarily in issuing the subject license as there is no compeling reason in the interest of the public good to issue such on-sale intoxicating liquor license. BE IT FURTHER RESOLVED, That based on the above Findings of Fact the application by John J.
