'l., - ~ <br />'~ ;,~~ ." r , <br />'~ :; <br />'!:,'tiI"''' ",""" <br /> PETITION <br /> BY <br /> CITY OF NEW BRIGHTON <br /> TO <br /> RICE CREEK WATERSHED DISTRICT <br /> The city of New Brighton, being a statutory City situated within the <br /> limits of the Rice Creek Watershed District, does hereby petition to <br /> construct a drainage system on the route of Rice Creek, Long Lake <br /> Lagoon, ancJ Long Lake, all of which is hereinafter more particularly <br /> described. <br /> This petition is made pursuant to Chapter 112 of Minnesota Statutes and <br /> specii:ically pursuant to Section 112.48, Minnesota Statutes. <br /> The matters hereby petitioned for are as follows: <br /> 1. Reservoir Construction. Construct a reservoir at site number <br /> two in accordance with preliminary design plans as described <br /> in the report entitled Investiqation of Sediment Deposits ln <br /> Lonq- Lake, March 1976, of the Rice Creek Watershed District. <br /> 2. Lonq Lake Laqoon and Lonq Lake Restoration. Dredge out <br /> accumulated sediment in Rice Creek Channel south of the <br /> Minnesota Transfer Railroad tracks, in Long Lake Lagoon, and <br /> in Long Lake as shown in Exhibit A. <br /> 3. Easements. Acquire by negotiation or eminent domain proceedings <br /> such easements, both permanent and temporary, as may be necessary <br /> for ponding, flowage, dredging, ditching, construction, waste <br /> and disposal. <br /> 4. Other. Such other and further related corrections and <br /> improvements as may appear advisable upon further investigation <br /> and planning hereunder. <br /> 'rhe lands over which the proposed improvements are located lS shown upon <br /> the map which is attached hereto, made a part hereof, and marked <br /> Exhibit A. <br /> The part of the Rice Creek Watershed District which will be affected by <br /> these proposed improvements lS all that land within said District which <br /> contributes water, either naturally or by way of storm sewer systems to <br /> Rite Creek prior to said creek's entry into Long Lake. <br /> The proposed improvements are needed and necessary to: <br /> 1. Re,duce Erosion <br /> 2. Reduce Siltation in Rice Creek, Long Lake and the Long Lake <br /> Lagoon <br /> 3. Improve water storage capacities in Long Lake and the Long <br /> Lake Lagoon <br /> 4. Improve appearance of Long Lake and Long Lake Lagoon <br /> The proposed improvements will be conducive to the public health, <br /> convenience, and/or welfare and will protect public and private property <br /> from damage by water. <br />
