<br />> , <br />..., > ,.,. <br />. <br />. <br /> NOW THEREFORE BE IT RESOLVED, by the New Brighton City Council <br /> that it makes the fo110wing findings of fact: <br /> 1. The City Council did, on September 28, 1976, hold a <br /> public hearing pursuant to proper and timely published <br /> notice as required by M.S.A. 462..,521 (Subd. 3) . <br /> 2. At said public hearing all persons wishipg to be heard <br /> were given an opportunity to express their position and <br /> reasons j:or that' position. <br /> 3. The City Councll has considered. all statements made in <br /> favor of and opposed to the request, the September 22, <br /> 1976 memorandum from the Executive Director of the HRA, <br /> and the character of the parcels proposed for acquisition <br /> and the area in which they are located. <br /> BE IT FURTHER RESOLVED, that the proposed acquisition by the <br /> Housing and Redevelopment Authority of New Brighton, Minnesota <br /> of the four parcels as legally described in this resolution above <br /> is hereby approved for the following reasons: <br /> 1. Parcels 3 and 4, as listed above, are hereby found to <br /> be blighted by virt\1e of faulty land planning, characterizeci'1 <br /> by inadequate size in the depth of the parcel and by virtue <br /> of soil characteristics unsuitable to building construction. <br /> 2. Parcels 1 and 2, as listed above, are hereby found to be <br /> blighted by virtue of faulty land planning characterized <br /> by inadequate size, irregular shape ,and inadequate access <br /> to a public street. <br /> 3. Acquisition of the parcels by the HRA will contribute to <br /> the elimination of these conditions of blight because of <br /> the BRA1s unique powers to acquire property, to combine <br /> parcels to produce parcels of adequate size and shape, <br /> to remove unsuitable soil or provide financial incentives <br /> sufficient to deal with unsuitable soil conditions, and to <br /> provide financial incentives to develop these parcels through <br /> write-down of acquisition costs funded through tax incre- <br /> ment financing. <br /> 4.
