<br /> I . <br /> 2. <br /> .., <br /> \.. <br /> . <br /> The Council shall establish procedures to govern <br /> the development of policy targets by the various <br /> advisory groups within their areas of concern for <br /> submission and approval by the Council in order to <br /> coordinate the effectiveness of the role of these <br /> i advisory groups in the policy process. <br /> These policy targets shall be prepared and adopted <br /> beginning in March, 1978. <br /> 2.03 Policy Manual <br /> There is hereby established a Policy Manual for <br /> New Brighton which shall supplement the Municipal <br /> Code and Administrative Code and serve as a <br /> reference and guide to Council, staff and citizens <br /> about the policies of the city. <br /> The City Manager shall prepare and maintain this <br /> Policy Manual. All proposed policies or actions <br /> which would constitute policies shall be adopted <br /> by resolution by the Council styled as "Policy <br /> Resolution" to distinguish them from more routine <br /> actions. Following adoption, these pOl.icies shall <br /> be indexed and included in the Policy Manual by <br /> the City Manager. <br /> The City Manager shall organize a search of the <br /> City documents, files, Council proceedings, resolu- <br /> tions and other sources and shall prepare a draft <br /> of a Policy Manual which identifies all existing <br /> Council policies. This shall be accomplished and <br /> presented to the Council for approval by SeptembeL" <br /> 1, 1978. <br /> 2.04 ' Teambuilding <br /> The City Council shall inves.tigate a teambuilding <br /> program for its members and the City Manager <br /> as a way to enhance their working relationships <br /> and effectiveness. <br /> The city Manager shall prepare.a proposal for <br /> suchan,effort and make a r~commendation to the <br /> Council. <br /> 2.05 procedures Review and Update <br /> The City Manager shall review the Municipal and <br /> Administrative codes, Council policies and Pro- <br /> cedures and other city business procedures and <br /> shall make recommendations for improvements or <br /> changes to streamline the work of the city, the <br /> Council and the ability of the staff to achieve <br /> desired results. <br />
