<br /> )... <br /> ; 3 <br /> . <br /> ",~,. ... <br /> ~ <br /> I <br /> 2.06 Council-Manager Appraisal Process <br /> As provided in the Employeent Agreement between the <br /> city Council and the City Manager, the parties <br /> shall meet quarterly to assess their working <br /> relationship and to provide a regular opportunity <br /> for the Council to appraise the City Manager and <br /> provide guidance on future directions and <br /> priorities. <br /> 2.07 Performance Budget <br /> The Budget is a basic policy tool of the City Council <br /> In order to allow the ranking of priorities within <br /> the key result areas of city service, the City <br /> Manager shall prepare and submit to the Council a <br /> performance based budget for 1979 which clearly <br /> identifies the work programs, performance standards <br /> and costs of various levels or qualities of service,;. <br /> Section 3. Management Components <br /> ln order to effectively implement Government By Objectives, <br /> the City Manager is hereby authorized to develop and implement <br /> the following key management components of the system: <br /> - work plans <br /> - performance target agreements <br /> - performance evaluation system <br /> - training and development activities <br /> Section 4.
